- Description
- Under full and open competition, the Federal Protective Service, East Consolidated Contracts Group, intends to make multiple awards covering unexpected and unanticipated security guard services that may arise in the National Capital Region over the next three years. The security guard services will protect federal personnel and property at federally owned and leased, or occupied locations throughout the National Capital Region which includes the District of Columbia, parts of Southern Maryland and part of Northern Virginia. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is the government's intention to issue up to five distinct indefinite delivery / indefinite quantity contracts during which separate task orders for projects will be placed on a competitive basis. Each ID/IQ contract will consist of one, twelve month base period followed by two, twelve month, optional ordering periods. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSCEEC-09-R-00005, will be released to the Federal Business Opportunities website on or about June 17, 2009. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
