- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W911W6-09-R-0004. The Aviation Applied Technology Directorate (AATD) intends to competitively award multiple contracts for Phase I of the Integrated Aircraft Crew Protection (IACP) program, expected to have a period of performance of 20 months. The objectives of the IACP program are to demonstrate enhanced aircraft and crew/occupant protection, improved battlefield durability, and reduced environmental vulnerability in an integrated, platform level prototype without deleterious effect on mission performance. In order for the AATD to better prepare for a Phase II demonstration of an integrated prototype, effort in Phase I (Technology Evaluation and Selection) will define a technology benchmark and baseline configuration, identify and trade candidate technologies, and propose a system approach for Platform Technology Demonstration (including exit criteria). Not sooner than 15 days following this publication in FedBizOps, the Phase I RFP (W911W6-09-R-0004) will be made available to potential offerors at the following URL: http://www.aatd.eustis.army.mil/Business/Divisions/Contracting/Acc_Announ.asp. The anticipated date of availability of the solicitation is 29 June 2009 in preparation for anticipated contract award in February 2010. The North American Industry Classification System (NAICS) code applicable to this procurement is 541712 (aircraft) and the size standard is 1500. This acquisition is not set aside for small business as market research did not reveal two or more responsible small business sources. Awardees will be required to receive and/or generate classified information in performing this contract. Accordingly, offerors will be required to provide evidence that they possess at least a current SECRET facility clearance and storage capability (including computer facilities) or have the ability to obtain one by time of award. All responsible sources may submit a proposal, which if received timely, shall be considered by the agency.
