- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a contract entitled MAG-PLAN Modification: New Data Collection, Testing, and Streamlining of OCS Economic Impact Model for Alaska (Short Title: MAG PLAN Alaska Upgrade Study). The MMS, Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement type contract for the effort described herein but may consider other proposed types if determined appropriate. The applicable NAICS Code is 541690, Other Scientific and Technical Consulting Services, and the work is multi-disciplinary. The contractor must be capable of performing all of the tasks described below. The period of performance of the resultant contract is anticipated to be not more than 24 months. BACKGROUND: The MMS is responsible for managing Federal energy resources on the Outer Continental Shelf (OCS), which extends from the edge of State waters to the limits of the Exclusive Economic Zone. The MMS uses the OCS Economic Impact Model called MAG-PLAN Alaska to estimate the onshore economic impacts of natural gas and oil exploration, development, and production activities on the Alaska OCS. The purpose of this procurement is to upgrade MAG-PLAN Alaska, which was developed for in-house MMS use. PROJECT DESCRIPTION: MAG-PLAN Alaska is a Microsoft Access-based 2-stage input-output model using IMPLAN multipliers to estimate employment, personal income, and similar economic impacts from OCS activities. MMS develops Exploration & Development Scenarios containing estimates of the level of exploration, development, and production anticipated from a proposed OCS lease sale or set of lease sales, and these scenarios are the essential input for MAG-PLAN. SCOPE OF WORK: The objective of the MAG-PLAN Alaska Upgrade Study is to strengthen and refine the Bureaus procedures for estimating the onshore economic effects of OCS-related activities by improving the current version of MAG-PLAN. MMS seeks professionals with expertise in applied regional economic impact analysis and oil and gas engineering and/or project cost modeling and analysis, to (1) update and refine existing industry expenditure data, especially for the Beaufort Sea, Chukchi Sea, North Aleutian Basin, and Cook Inlet planning areas; (2) refine the methodology used to distribute industry expenditures to onshore locations and sectors; (3) incorporate recent advances in oil-&-gas-related technology and changes to industry practices; (4) refine and test MAG-PLAN software to eliminate weaknesses and increase user-functionality; (5) revise the industry sectors to reflect recent changes in the IMPLAN sectoring scheme; and (6) improve/update the model documentation.
