- Visual Information Support Services (VISS) Draft RFP Naval Air Warfare Center Training Systems Division 12350 Research Parkway Orlando FL 32626 NOTIFICATION OF PRE-SOLICITATION VISUAL INFORMATION SUPPORT SERVICES (VISS) On 3 March 2009, Naval Air Warfare Center Training Systems Division (NAWCTSD) posted a Sources/Sought Market Survey stipulating the need for a requirement for services in support of its Visual Information Support Services (VISS) program. The program provides technical and visual information services to NAWCTSD, the U.S. Army Program Executive for Simulation, Training and Instrumentation (PEO STRI), the Air Force Agency for Modeling and Simulation (AFAMS), Partnership I and II, and other Federal, State and Local agencies located in the Research Parkway. Services include support photography, graphic design services, presentation services, library services, special studies, video teleconference services, equipment maintenance and operation of the Command’s closed circuit television. The purpose for this announcement is to notify industry of the disposition for the VISS Program, since the posting of the Sources/Sought Market Survey on 3 March 2009. 1.Reference attached Draft Request for Proposal (RFP) N61339-09-R-0027 is issued today 15 June 2009. 2.A Pre-Solicitation Conference is scheduled to be held on 23 June 2009, specific instructions follow. 3.Interested offerors are advised that the competitive status shall be Small Business Set-Aside. 4.The Final Solicitation/RFP is anticipated to be released following the Pre-Solicitation Conference. This information is also in Section L of the RFP Time and Location for Pre-Solicitation Conference. The Pre-Solicitation Conference is scheduled to be held at the “Naval Air Warfare Center Training System Division” (NAWCTSD), Partnership Building 2, 3100 Technology Parkway, Orlando, Florida, on Tuesday--23 June 2009--commencing at 0900 hours (Eastern Standard Time) until 1200 hours, and break for lunch at 1200-1300 hours. A site visit will be conducted promptly at 1300-1430 hours during the Pre-Solicitation Conference; followed by a question and answer session 1445-1630. [NOTE: due to space and security, Site Visit shall be limited to ONLY one (1) company representative. Ensure to identify the individual on the Visitor’s Request Form in order to facilitate the process of issuing badge(s). Also, parking will be limited; hence, please use one vehicle per company.] Prospective Offerors must submit names of attendees (limited to three people) and name of the company via a completed Visitor’s Request Form Attachment (5), NO LATER THAN 18 June 2009 BY 1400 HOURS, to the NAWCTSD, Contracting Division, Attn: Ms. Michelle Burrell, Contract Specialist, Code 2.5.3.4.1, email address michelle.burrell@navy.mil and copy to Mr. Scott Thompson at scott.p.thompson@navy.mil. Directions from Orlando International Airport: From Orlando Internal Airport Head West; make a slight left toward Airport Blvd E; merge onto FL-528 E via the ramp to Cocoa (Partial toll road); merge onto FL-528 E via the ramp to Cocoa (Partial toll road); take exit 16 to merge onto FL-417 N toward Orlando (Partial toll road); take exit 33A to merge onto FL-408 E toward Titusville (Partial toll road); Continue on Challenger Pkwy (signs for Challenger Pkwy) (Toll road); Turn right at Ingenuity Dr; Turn left at Science Dr; Turn right at Technology Pkwy; Turn right at Research Pkwy; 12350 Research Pkwy Orlando, FL 32826. (a) During the Pre-Solicitation Conference, Offerors will be provided time for questions and answers. Questions generated from the Pre-Solicitation Conference shall be submitted in writing IAW L.6 of the solicitation. At no time will the government answer questions regarding the solicitation to a single potential offeror without providing the answer to all potential offerors through a Request for Proposal (RFP) amendment. Government Representatives will not engage in “side-bar” question and answer sessions with any individual potential offeror. Questions submitted formally (by the date noted in solicitation paragraph L.6) will be answered and distributed to offerors by amendment to the solicitation. (b) Failure of a prospective offeror to attend the Pre-Solicitation Conference or to submit any questions will be construed to mean that the offeror fully understands all requirements of the solicitation. All prospective offerors are advised that unless this solicitation is amended in writing, it will remain unchanged. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the Pre-Solicitation Conference constitute grounds for a claim after award of the Visual Information Support Service (VISS) Contract. (c) From the date of issuance of the Pre-Proposal and DRAFT RFP, the time expended during the Pre-Solicitation Conference through the release of a FINAL RFP will count towards the allocated proposal preparation cycle’s response time for receipt of proposals (total of 31 days). (d) The Government is not responsible for nor will the Government pay any portion of the costs associated with attendance at the respective Pre-Solicitation Conference by prospective contractor personnel. (e) All attendees must abide by the following rules for site visits: (1)No cameras, camera phones, tape recorders, or other reproduction devices are allowed. No hard copies of any Government documents; i.e., maps and handouts, shall be provided to attendees. (2)No explanation, remarks, or replies made by Government representatives in response to any inquiries during the Site Visit shall be construed as changing the terms or conditions of the solicitation. The definitive treatment of any such problems or questions shall be by formal solicitation amendment. Only the Contracting Officer can change the solicitation requirements. (3)Each visitor shall be required to sign in and sign out on the visit, and must stay with the site visit “tour” at all times. No other meetings or discussions with Government personnel shall be permitted. (4)The Government reserves the right to inspect all material and briefcases entering or leaving Government facilities. (5)Only advance substitutions of contractor attendees are permitted (24 hours advance notice). (6) ATTENDEES NOT COMPLYING WITH THESE RULES AND PROCEDURES MAY BE PRECLUDED FROM FURTHER SITE VISIT PARTICIPATION.
