Description
The USDA Forest Service, Boise National Forest, intends to acquire by contract the construction of National Forest Service Roads (NFSR) near Crouch, Idaho. The work will consist of road construction and resurfacing with major work items to include: clearing and grubbing, removal of culverts, installation of culverts and sediment control devices, traffic control, roadway excavation, road reconditioning, dust palliative, and crushing, hauling and placing surface aggregate. The project site will be located on NSFR #698 &671 (Middle Fork Payette River Raod, silver Creek Road, and adjacent spurs) in the Boise National Forest, Emmett Ranger District. To reach the project site from Boise, Idaho, at intersection of State Street and State Highway (SH) 55, travel north 33.6 miles to the intersection with Banks –Lowman Hwy, turn east, then 8.1 miles to the Middle Fork Payette River Road, turn north 7.9 miles to beginning of project at the forest boundary. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about July 1, 2009. The period of performance for this project will be 400 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about August 15, 2009. All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
