Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with Bethesda North Marriott Hotel and Conference Center to host a Public Workshop on Depleted Uranium on September 2, 2009, through September 3, 2009. The workshop is in response to a Staff Requirements Memorandum that directs NRC staff to promptly conduct a public workshop to receive stakeholder input on the limited rulemaking planned to address regulation of depleted uranium. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1), as implemented by Subpart 6.302-1 of the Federal Acquisition Regulations (FAR), which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other type of supplies or services will satisfy NRC's requirements In accordance with the above-referenced memorandum, the NRC would like to promptly host a two-day workshop in Rockville, Maryland, in September of 2009 for approximately 200 people. However, several factors preclude the scheduling of the two-day workshop during any other time period than September 1, 2009, through September 3, 2009. As a result of this limited time period, NRC staff was required to contact off-site venues for the workshop to determine their availability. One additional site was found to be available; however, due to the level of senior staff who will participate in this workshop, the close proximity of the North Bethesda Marriott is crucial. The North Bethesda Marriott is only.1 miles from Headquarters and does not require that NRC staff use Metrorail farecards and expend additional time for Metrorail travel because other hotels are not easily accessible by the NRC shuttle. Senior level management and Commissioner level staff need to be able to return to the NRC should emergency arise. The stakeholders at the workshop will greatly benefit from being able to interact with such high levels at the NRC where NRC staff may remain unencumbered by their daily activities. Therefore, the more readily available access to the North Bethesda Marriott from NRC outweighs the time and cost associated with commuting to and from other potentially available hotels. The North American Industry Classification System (NAICS) Code is 721110. This notice of intent is neither a request for proposal nor a solicitation of offers. A determination not to compete this proposed procurement based on responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC’s needs. Detailed capabilities must be submitted to the above address not later than 9 calendar days from the date this announcement appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered.
