- UNITED STATES GOVERNMENT SEEKS EXPRESSIONS OF INTEREST FOR A BUILD-TO-SUIT FACILITY IN LITTLE ROCK, AR STAR #: 8AR2098 The United States Government seeks Expressions of Interest for construction on a Government pre-selected site of a new, build-to-suit facility. The Government has negotiated a 100% assignable option for the land acquisition at the time of lease award. SQUARE FOOTAGE: The Government is seeking a two-story facility that will be 100% occupied by the Government. The space offered must consist of approximately 46,874 rentable square feet in the Little Rock, AR. The space should yield 40,760 ANSI/BOMA usable square feet. PARKING: The Government will require 272 surface parking spaces. TERM: The proposed lease is for fifteen (15) years, ten (10) years firm, and should be fully serviced. OCCUPANCY: Space must be ready for occupancy no later than December 1, 2010. LOCATION: The site is located on the corner of the intersection of Executive Center Drive and Bowman Road in the West Little Rock submarket. SITE DESCRIPTION: The site is approximately 5 acres and is zoned commercial. SOLICITATION: The Government will conduct a two-phase submission and evaluation procurement for the design/construction/lease of the building. In Phase I, competing parties will be required to submit information regarding experience and past performance of the Development Team. Those who do not meet the minimum requirements will not be invited to compete in Phase II. In Phase II, the Government will invite those qualifying to compete to submit design and construction price proposals. Those who are permitted to submit offers for Phase II must also show financial capability to perform the transaction, which may include, but is not limited to: a construction loan term sheet, escrow of funds, or letter of credit. The offered space must meet Government requirements for Fire and Safety and Handicapped Accessibility. Consideration shall be based on the area profile, location, and proposed security precautions if the location would be utilized. In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal agency other than the General Services Administration (GSA) Contracting Officer or their authorized broker representative, CB Richard Ellis.
