Description
The Naval Research Laboratory intends to negotiate a contract on the basis of other than Full and Open Competition IAW10 USC 2304 (c)(1), only one responsible source. NRL will negotiate with L-3 Communications Wescam, 649 North Service Road, Burlington, Ontario Canada L7P 5B9 for integration of customized EOM sensor assembly into existing NRL-owned WESCAM Ball Turret System, obtaining technical guidelines from WESCAM to allow compatibility between NRL-generated technology with their product, testing as well as procurement of additional systems. The systems will be used in NRL OSD’s Airborne Reconnaissance Program. The following demonstrates the proposed contractor’s unique qualifications or nature of the required use of the authority cited previous: From a technical standpoint, the Wescam mounts have the pointing accuracy needed to match the requirements of NRL-developed payloads. They can be configured with a larger internal volume needed to contain these payloads than can be provided by other potential vendors due to a proprietary internal axis configuration (“Virtual Cardan”). The track record and reliability of these turrets under extreme and harsh conditions is unique in the industry. Because of this, they are by far the most widely used stabilized systems in both commercial, law-enforcement and DOD applications. Because of a combination of physical size, performance, Wescam engineering and manufacturing capabilities and adaptability, the Naval Research Laboratory has developed a significant set of capabilities specifically designed for use with Wescam stabilized platforms. This involves over ten million dollars and tens of man-years of in-house and contractor development, both software and hardware, that is compatible only with the Wescam mounts. In addition, these mounts are used extensively in operational DOD systems as systems of record making them the most cost-effective and efficient path to deployment. To our knowledge, no other ball turret system exists that could be used to integrate with the NRL components without a large expenditure of time, effort, and money to perform the NRE and integration tasks that are already completed for current WESCAM MX ball turret systems. NRL’s systems have been developed based upon complex interfaces to Wescam’s proprietary software and hardware. The response to this notice of intent to negotiate with L-3 Communications Wescam should be submitted no later than 45 days from date of synopsis.
