Description: The proposed contract action is for supplies and services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. This work effort is part of the U.S. Army Corps of Engineers (USACE) catchment-to-estuary restoration efforts for the Nueces River and Tributaries, TX feasibility Study. The focus is on research to establish how the principal ecological communities in the Nueces Delta respond to water flow, elevation, and salinity, and to establish an empirical basis for predicting ecological responses to upstream changes in water supply, local diversion efforts and/or restoration interventions. The overall objective of this SOW is to provide for graduate research assistantship research support and equipment acquisition for the University of Texas research institutions including the Center for Research in Water Resources and the Marine Science Institute. Personnel from these institutes will be conducting physical model development and ecological survey work as part of the overall work efforts being conducted in the Nueces Delta. Much of the work and the product development will be conducted under separate contracts with the institutes and the City of Corpus Christi and provided to the overall Nueces River and Tributaries Feasibility study as work-in-kind. This scope of work provides for graduate research assistantship research support and equipment acquisition that is required by the physical modeling and ecological survey work efforts. The Nueces River Basin lies in the southern part of Texas, with headwaters in Edwards and Real counties. The Nueces River flows in a southeasterly direction and enters Nueces Bay near Corpus Christi, Texas. The Frio River is a principal tributary and drains the northeast edge of the Nueces River Basin. The study area encompasses most of the Nueces Delta, approximately 20,000 acres, located in the southern portion of the basin just above Corpus Christi Bay. Historic land use practices, drought and competing water management interests have resulted in significant environmental degradation within the Nueces River Basin. The study is evaluating opportunities in the study area for ecosystem restoration, water quality, water supply, flood damage reduction, recreation and other allied purposes. The study sponsors are the Nueces River Authority, San Antonio Water System, San Antonio River Authority, Guadalupe-Blanco River Authority, and the city of Corpus Christi. The scope of the services outlined in this document constitutes General Investigations feasibility level study activities and subsequent documentation whose purpose is to identify existing conditions and future without project conditions within the basin.
