Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)with Progress Software Corporation,14 Oak Park Drive, Bedford, MA 01730-1485,to provide Progress Software’s ObjectStore database engine, to integrate existing and planned components of NIST, MET’s Enterprise Information Systems-CIMS. MEP has developed CIMS using the Java Enterprise Edition standard employing an object-oriented database management system and application development techniques. The system uses MEP’s application server of choice BEA Systems Weblogic Server. This approach required making the application server totally independent from the database, which resulted in the need for an in-memory persistent cache. Only ObjectStore provides both complete integration with Weblogic Application Server and support for in-memory persistent caching. Without ObjectStore, MEP will not be able to maintain CIMS. This is priority software only available with Progress Software. A fixed price purchase order will be issued on or about June 24, 2008, and the period of performance shall be July 1, 2008 through June 30, 2009. Interested concerns may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be e-mailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
