- The Naval Air Systems Command (NAVAIR) will post on the NAVAIR Website, http://www.navair.navy.mil/doing_business/open_solicitations information regarding the Actively Stabilized Drogue Refueling System (ASDRS) Industry Day that occurred on June 11, 2009. In addition, a Draft Technical Package is available for review upon written request through NAVAIR Contracts to either Ms. Angela Wilcox or Ms. Tracy Medford or Ms. Linda Tome at the email addresses provided below. NAVAIR welcomes all comments and questions regarding the Draft Technical Data Package. The Government will also consider specific comments regarding specification requirements and/or statement of objectives/tasks which may impact schedule and/or costs during the demonstration. Written responses, questions and comments to this Technical Data are requested to be submitted no later than 4:00 PM (EST) on July 10, 2009 to the following email addresses: Angela.Wilcox@navy.mil, Tracy.medford@navy.mil, and Linda.tome@navy.mil The Draft Technical Data will not be be posted to the website and is only available upon request for this procurement. To request this data, please read the following guidelines: RELEASE OF TECHNICAL DATA PACKAGE INFORMATION: This program requires information that has been designated as "Distribution D" and is only releasable to current and approved Department of Defense (DoD) contractors. In addition, the program requires a procurement effort in certain critical technologies/data that are not releasable to foreign firms. Some documents are under Federal export control for "sensitive" or "controlled" technologies regulated by the U.S. Department of State's International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. As such, the documents contain data whose export/transfer/disclosure is restricted by U.S. law and dissemination to non-U.S. persons whether in the United States or abroad requires an export license or other authorization. Firms interested in obtaining the draft technical data package shall submit a written request for the attachments through Angela Wilcox at: angela.wilcox@navy.mil, Linda Tome at:Linda.tome@navy.mil, or Tracy Medford at: tracy.medford@navy.mil. Companies must officially request the controlled documents in writing. To validate the document release, this request must include the potential Offeror's company name, mailing address, email address (if available), point of contact, phone number, current CAGE number, Central Contractor Registration number. The written request must include acknowledgement of the contractor's responsibility under the U.S. export contract laws and regulations. For any foreign firm, the request must include proof of a current and applicable approval, authorization, or license under E.O. 12470 or the Arms Export Control Act if applicable. THIS SYNOPSIS IS IS NOT A REQUEST FOR PROPOSAL. It is a tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
