Description
Contractual questions: Monteene Wampler, 912-652-5504. Technical questions: Vicki Gatling, 912-652-5557. THIS PROJECT IS BEING SOLICITED UNRESTRICTED. NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fbo.gov. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Single Award Task Order Contract (SATOC), for Design/Build and/or Construction of Paving. Task orders issued under this SATOC are anticipated to require performance of work predominantly at Fort Bragg, NC. However, this does not preclude issuance of task orders which may require performance of work at other military locations, so long as these sites are located within the South Atlantic Division Area of Operations (North Carolina, South Carolina, Georgia, Florida, Alabama, and Mississippi). A project requiring use of civil funds or otherwise termed as "civil construction" is not authorized under this contract. Description of work: Task orders placed under this SATOC may include site preparation and asphalt or concrete paving or work incidental to paving. Work may include new construction, rehabilitation, and repairs of highways, streets, airport runways, concrete aprons, sidewalks, storm drainage, sodding, detection loops, bridges, parking lots, traffic lines and traffic markings. Task Orders issued under any resultant contract will be Firm - Fixed Price Construction. The contract shall be for a base period of three years with two (2), one-year option periods, and shall not exceed $50 million. This project will be procured using a best value Performance Price Trade-off Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The order limitation of task orders shall range between $2.5K and $2.5M. The resultant contract will be Firm Fixed Price. Evaluation Criteria: The Government will use a Performance Price Trade-Off (PPT) evaluation process in rendering the best value decision for award of this contract. For this solicitation and evaluation process, interested offerors are required to submit performance and capability proposals in conjunction with a coefficient pricing schedule for review and consideration by the Government. The evaluation factors and their relative importance for this solicitation and evaluation process are as follows: NON-COST FACTORS: FACTOR 1: PAST PERFORMANCE: This factor is equal in importance to Factor 2 and more important than Factor 3. FACTOR 2: CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is equal in importance to Factor 1 and more important than Factor 3. FACTOR 3: DESIGN EXPERIENCE: This factor is the least important of the three. PRICE is equal in importance to ALL NON-COST FACTORS when combined. Th is solicitation will be issued in electronic format only and will be available on or about 2 June 2009 on the Internet at www.fbo.gov. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. Offerors must register in the Central Contractor's Registration (CCR) at www.ccr.gov. After completing CCR, contractors and their subcontractors must register at www.fbo.gov in order to download RFP documents. Contractors with existing FedTeds logins should be able to use their existing logins. In order to locate this solicitation, contractors can go to FedBizOpps and search for the solicitation number at www.fbo.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. Note: Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation.
