- A Guide for the preparation of title evidence in land Statement of Work and Contract Clauses SF-18 and SF-18 Continuation Sheet The Natural Resources Conservation Service (NRCS) nationwide intends to award multiple Blanket Purchase Agreements (BPA’s) for Title Search Services, Title Insurance Commitments and Final Policies, and Closing Services of easements on properties enrolled in the Wetland Reserve Program (WRP), Grassland Reserve Program (GRP), Farm and Ranchland Protection Program (FRPP), and the Emergency Watershed Protection Program- Flood Plain Easement (EWPP-FPE). Vendors may bid on one state or multiple states. NOTE: Only a limited number of easements purchased under the EWPP-FPE program qualify as Recovery and Reinvestment Act actions. All other easements will be funded through their respective programs, and maybe ordered under this BPA. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment, the Government will request title services through the issuance of a BPA call order from those firms that have been awarded BPA’s. Individual call orders shall be submitted in accordance with the terms agreed to in the BPA’s. Government personnel authorized to place call orders under the BPA will be identified on the BPA by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The applicable NAICS Code is 541191, with a business size standard of $6.5M. See the attached files and Statement of Work for details The provisions of FAR 52.212-4, Contract Terms and Conditions—Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, 52.217-9 Option to Extend the Term of the Contract, 52.219-9 Small Business Subcontracting Plan, 52.204-11 - American Recovery and Reinvestment Act—Reporting Requirements applies to this solicitation and are attached. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. All contractors must be registered in the Central Contractor Registration (CCR) database prior to being awarded a BPA. Detailed information about CCR is available at www.ccr.gov.
