- The reason for the amendment to this announcement is to correct the response date from: May 12, 2009 to June 19, 2009. The US Geological Survey, Rocky Mountain Geographic Science Center (RMGSC) intends to negotiate on a sole source basis with NatureServe, 1101 Wilson Blvd., 15th Fl., Arlington, VA 22209-2211 to provide a development of a Terrestrial African Ecosystems Classification with Map-Enabling Attribution as follows: a) A list and descriptions of vegetation/environment assemblages at the following hierarchical layers: Class, Subclass, Formation, Divisions, and Macrogroup, produced by experts in pre-workshop consultations and a four day ecosystem classification development workshop in Nairobi. b) For Macrogroup level ecosystems, a spreadsheet showing most probable attributions of land cover, isobioclimate region, ecological division (Divisions in the hierarchy above),landform class, surficial lithology, and topographic position (lowlands vs. uplands) for each identified macrogroup-Ievel ecosystem. These attributions will subsequently be used as rulesets for aggregating and labeling previously mapped physically distinct areas into ecosystems. The RMGSC currently supports a USGS effort to map terrestrial ecosystems in Africa as part of a partnership with the US Agency for International Development (US AID) and NASA. The final step in this process requires the classification and labeling of the actual ecosystems, however a continentally comprehensive classification (list and descriptions) of African ecosystems does not yet exist. Therefore in order to complete this effort the need exists to execute and manage a process to develop an ecosystems classification to be used as the framework for completing the African ecosystem map. Since the current effort in Africa is only part of a larger global effort taking place under the Global Earth Observation System of Systems (GEOSS) intergovernmental protocol, it is crucial that the classification developed for Africa corresponds with existing classifications. In fact the classification system developed for Africa must employ the same conceptual and organizational logic and hierarchical layers as in NatureServe's classification of ecological system for Latin America and the Caribbbean (Josse et aI., 2003), and NatureServe's ecological classification system for the United States (Comer et aI., 2003). Since these other classifications were developed by NatureServe, development of the African classification by anyone other than NatureServe would involve a significant loss in previously gained experience and effort. Firms who feel that they can furnish the required product described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar products must provide supporting evidence that they can furnish the product identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
