- The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health treatment services, within.4 miles of a direct bus route from the halfway house, located at 21 Cliff Street, Waterbury, Connecticut. The treatment location should be no further north than Roseland Avenue, no further east that North Elm Street/North Main Street, no further South that Interstate 84, and no further West than West Main Street/Grandview Avenue. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2009 with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2014. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 25: Intake Assessments (one per inmate) for 25 inmates = 25 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate) x 25 inmates = 600 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 25 = 1,800 units; Psychiatric Evaluation & Report (one per inmate) for 3 inmates = 3 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 5 inmates = 5; Mental Health Individual Counseling 24 units per inmate for 3 inmates = 72 units; Mental Health Group Counseling 12 units per inmate for 3 inmates = 36 units; Psychotropic Medication = 20 units; Medication Monitoring 2 units per inmate for 5 inmates = 10 Monitorings. Option Year One: Estimated number of inmates 26: Intake Assessments (one per inmate) for 26 inmates = 26 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate) x 26 inmates = 624 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 26 = 1,872 units; Psychiatric Evaluation & Report (one per inmate) for 3 inmates = 3 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 6 inmates = 6; Mental Health Individual Counseling 24 units per inmate for 3 inmates = 72 units; Mental Health Group Counseling 12 units per inmate for 3 inmates = 36 units; Psychotropic Medication = 20 units; Medication Monitoring 2 units per inmate for 6 inmates = 12 Monitorings. Option Year Two: Estimated number of inmates 27: Intake Assessments (one per inmate) for 27 inmates = 27 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate) x 27 inmates = 648 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 27 = 1,944 units; Psychiatric Evaluation & Report (one per inmate) for 3 inmates = 3 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 7 inmates = 7; Mental Health Individual Counseling 24 units per inmate for 3 inmates = 72 units; Mental Health Group Counseling 12 units per inmate for 3 inmates = 36 units; Psychotropic Medication = 20 units; Medication Monitoring 2 units per inmate for 7 inmates = 14 Monitorings. Option Year Three: Estimated number of inmates 28: Intake Assessments (one per inmate) for 28 inmates = 28 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate) x 28 inmates = 672 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 28 = 2,016 units; Psychiatric Evaluation & Report (one per inmate) for 3 inmates = 3 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 8 inmates = 8; Mental Health Individual Counseling 24 units per inmate for 3 inmates = 72 units; Mental Health Group Counseling 12 units per inmate for 3 inmates = 36 units; Psychotropic Medication = 20 units; Medication Monitoring 2 units per inmate for 8 inmates = 16 Monitorings. Option Year Four: Estimated number of inmates 29: Intake Assessments (one per inmate) for 29 inmates = 29 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate) x 29 inmates = 696 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 29 = 2,088 units; Psychiatric Evaluation & Report (one per inmate) for 3 inmates = 3 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 9 inmates = 9; Mental Health Individual Counseling 24 units per inmate for 3 inmates = 72 units; Mental Health Group Counseling 12 units per inmate for 3 inmates = 36 units; Psychotropic Medication = 20 units; Medication Monitoring 2 units per inmate for 9 inmates = 18 Monitorings. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated March 2009. The request for quotation will be available on or after June 29, 2009 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov.
