- COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS SOLICITATION NO. 7TF-09-0005 PROJECT NO. FASCOE200901 U.S. ARMY CORPS OF ENGINEERS ENHANCED CELLULAR SERVICE Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contracting Officer, Tom Thomas, at tommy.thomas@gsa.gov. 1.0 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document will not be issued. This solicitation is a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The associated North American Industrial Classification System (NAICS) code for this procurement is 517210 Wireless Telecommunications Carriers (except satellite), with a small business size standard of 1,500 employees. The General Services Administration, Federal Acquisition Services, is seeking to purchase enhanced cellular service to multiple floors of Fritz G Lanham federal office building, 819 Taylor St., Fort Worth, TX. 76102. All interested companies shall provide a technical/price proposal for the following: 2.0 Statement of Work: The scope of this project is to design and install a micro-cell system to meet the functional requirements within the time constraints as required within this document. The Contractor shall provide, install, test and certify an in-building Active Wireless Distributed Antenna system. The installed system shall enable AT&T 2G and 3G cellular services functionality on floors 1, 2, 3, and 4, totaling approximately 260,000 sq. ft. of required coverage area. The contractor designed system shall, with the assistance of AT&T personnel, connect to an AT&T provided RF source consisting of an Ericsson 2308 2G BTS and an Ericsson 3418 3G BTS. This system shall be connected to multiple (5ea) T1 links which are to be provided by and configured by AT&T. The Contractor shall provide all ancillary equipment, cabling, fiber-optic cable, connections, terminations, personnel and technical expertise needed to ensure a fully functional micro-cell installation. The Contractor shall provide and install a wall mounted rack on existing backboard for the mounting of the contractor supplied Distributed Antenna System. This mount shall be in wire closet 5-6 located on the 5th floor. AT&T will provide connectivity to that closet for connection to the RF equipment, which will be installed in room 5A21. All cabling installed above the lowered ceilings shall be plenum rated. Installed cabling shall be supported above the lowered ceilings by means of “bat-wing” or functionally similar devices ensuring cable does not rest on ceiling tiles or cross support structures. All cables, corresponding patch panels, and rack terminations shall be labeled at each end providing visual confirmation of path continuity should future maintenance be required. All electronic and information technology (EIT) procured through this Statement of Work and any resulting contract must meet the applicable accessibility standards at 36CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov/. 3.0 Contract Type. This will be a firm fixed price (FFP) contract. 4.0 Place of Performance/Hours of Operation. Work will be done during normal working hours of 7:00 a.m. to 5:00 p.m., with no overtime or extra hours. Specified hours will be adhered to unless alternate times are agreed to and scheduled by the GSA Project Manager. Work will be performed at: Fritz Lanham Federal Building 819 Taylor Street Floors 1 through 5 Fort Worth, TX 76102 5.0 Period of Performance. Duration of this contract will be for approximately 1 week. Start date will be determined at award in order to meet a proposed July 1, 2009 completion date. This target date is based on the required wireless communications capabilities needed for the impending Hurricane season which begins on June 1, 2009. It is understood that equipment availability, both contractor and AT&T, may be a factor in meeting the proposed timeframe and this will be considered and possibly modified if those conditions exist. 6.0 Privacy Act. It is not anticipated that work on this project will require contractor personnel access to Privacy Information. However, should that requirement occur, personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 7.0 Personal Services. The client has determined that use of the GSA contract to satisfy this requirement is in the best interest of the government, economic and other factors considered, and this contract is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled “Personal services contract”. 8.0 Security. This project is considered unclassified. All contractor personnel shall wear company issued picture badges at all times when in the area of performance. 9.0 Points of Contact. The client identified a Designated Agency Official (DAO) under Section 9.0, Points of Contact. Contractors shall identify key personnel in their technical proposal. NOTE: Key personnel may not be removed without express approval of the DAO. The DAO will attach a copy of the request and determination will be placed with the project file. 11.0 Government Furnished Items. The Government shall provide access to the site, floor plans covering the area of contract impact and initial familiarization/orientation by the requesting agency or its representative. Technical agency personnel or resources will be available to clarify information as required. 12.0 Contractor Furnished Items. All equipment, tools, material and personnel to complete the installation within the timeframe requested. 13.0 Local Exchange Carrier (LEC) Furnished Items. AT&T will furnish the required RF equipment consisting of an Ericsson 2308 2G BTS and an Ericsson 3418 3G BTS. AT&T will provide all personnel, racks, cabling, and hardware necessary for this equipment. AT&T will provide T1 transport as required 14.0 Travel. Travel costs shall not be included as part of this contract. 15.0 Other Direct Costs (ODCs). As this is a Firm Fixed Price contract, no ODCs are anticipated nor will they be included or paid as part of this contract. 16.0 Inspection and Acceptance. At time of commissioning, all AT&T 2G and 3G provided functions shall be tested and demonstrated as fully functional. Contractor shall provide a system Test & Acceptance Plan covering all functions to be tested and certified. This test plan shall be provided to the GSA Project Manager not later than three (3) work days before system commissioning. 17.0 FAR Clauses. The following contract clauses apply to this acquisition: FAR 52.212-4, “Contract Terms and Conditions–Commercial Items” (MAR 2009) FAR 52.212-5, “Contract Terms and Conditions Required to Implement Statutes or Executive Orders” (MAY 2009) 18.0 Procedures for Payment. Offerors must provide the name and telephone number of the person who will be attending. Due to working conditions and time restraints, only one site survey will be allowed. 19.4 Technical/Price Proposal Offerors shall submit a written cost and technical proposal for consideration before the due date and time for this RFP. See 19.1 above. 19.4.1 Technical Proposal: Offerors shall describe 2 projects your firm has either completed during the past 3 years or is currently working on that address the types and kinds of requirements specifically described in this Statement of Work. Offerors shall indicate how many systems your organization has installed, specifically of the model you are recommending in this proposal. Indicate how many of these you have installed in the state of Texas. 19.4.2. Price Proposal: Offerors shall provide prices that are both reasonable and realistic. Pricing must clearly identify all resources to be used during performance of the contract. Pricing for labor should be based on local labor rates and/or salary levels. Provide all necessary labor categories. Provide a listing of all equipment pricing with the associated make and model number. 19.5 Key Personnel: Offerors shall identify key personnel in the technical proposal. 19.6 Quality Control. Offerors shall provide a description of their Quality Control plan. 19.7 Section 508 Compliance. All electronic and information technology (EIT) procured through this Statement of Work and any resulting contract must meet the applicable accessibility standards at 36CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov/. The Offeror shall indicate for each line item in the schedule whether each product or service is compliant, or noncompliant with the accessibility standards at 36 CFR 1194. Further, the proposal must indicate where full details or compliance can be found (e.g., vendor’s website or other exact location). The following Standards apply to this procurement: Section 508 subpart 1194.23 Telecommunications Products. (NOTE: Where Section 508 compliance may not be deemed an issue such as in cable installation or non user accessible equipment, the resultant system may in fact be required to provide functional services that are compliant or noncompliant). 20.0 Proposal Evaluation Criteria. The Government anticipates awarding a contract to the Offeror whose proposal is the most advantageous to the Government. Award may be made to other than the lowest priced, technically acceptable proposal. Technical proposals will be evaluated on relevant Past Experience. Price will be evaluated based on reasonableness. The government anticipates award based on initial offers.
