Description
RECOVERY - This notice is provided for "INFORMATIONAL PURPOSES ONLY". This opportunity is only available to local utility companies under a General Services Administration Utility Areawide Contract (a master blanket contract for public utility services) within the service territory for the District of Columbia. GSA/NCR seeks to obtain services from a local utility company to design, construct, and operate a Central Utility Plant ("CUP"), which will include the construction of a Central Heating Plant ("CHP") capable of cogeneration (collectively the "CUP/CHP" or the "Project"). The estimated total value of the entire Project is between $30 and $50 million. The Project will be located on the site of St. Elizabeths, a National Historic Landmark, and former mental health hospital that was previously operated by the United States Department of Health and Human Services. The St. Elizabeths Campus is located on Martin Luther King, Jr. Avenue in the Anacostia neighborhood of Southeast Washington, D.C. The West Campus and a portion of the East Campus have been selected to meet the operational housing needs for the U.S. Department of Homeland Security. The West Campus, a 176-acre site, is situated on the "topographic bowl" of the District of Columbia and offers panoramic views of the city. The campus contains 62 historic buildings, 134 character defining landscape features and a historic cemetery, in which soldiers from the Civil War era, as well as former patients, are interred. GSA/NCR anticipates that it will require the local utility company to assemble and lead a first-class, multi-disciplinary team composed of architects, engineers, general contractors, trade contractors, specialty contractors, and/or other consultants in order to provide taxpayers with outstanding and cost effective services. GSA/NCR anticipates that the local utility company will design, construct, and operate a CUP/CHP that will not only meet, but surpass, federal energy goals, including, but not limited to the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. As part of the overall Campus redevelopment, GSA will need to renovate and expand the existing CUP/CHP. The current estimate for total campus load without diversity is 70MW. The Project represents an anticipated build-out of up to 30MW.
