- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91WAW09R0096. This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of Office of the Deputy Assistant Secretary of the Army Defense Exports and Cooperation (DASA DE&C) intends to procure management oversight of all Army export activities including technology transfer, direct commercial sales, foreign military sales, and the related development of policies, procedures and metrics to ensure compliance with U.S. statutory requirements and Department of Defense (DOD) Directives using a HUB Zone certified small business set-aside, small business set-aside, or under full and open procedures. If at least two responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by Thursday, 25 June, 2009 12:00 PM EST, the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, or small business concern in NAICS code 561110 with a size standard of $7.0 million are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed ten (10) pages and must be submitted electronically to Na Lin at Na.Lin@us.army.mil no later than the date and time specified above. Small businesses are to outline their experiences in the following: (1) Does your firm (or subcontractors) have experience in Department of State (DoS) Licensing? If so, explain the capacity and extent (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) of the experience and whether it is direct or through subcontractors. (2) Does your firm (or subcontractors) have experience in Missile Technology Control Regime (MTCR)? If so, explain the extent (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) of the experience and its application. (3) Does your firm (or subcontractors) have experience in the application of Low Observable/Counter Low Observable (LO/CLO) Rules. If so, explain the application of those rules regarding the export of related technologies. (Include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) (4) Does your firm (or subcontractors) have experience in the application of National Disclosure Policy 1 (NDP1)? If so, explain the extent (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) of the experience and its application regarding the internal transfer of classified information. (5) Does your firm (or subcontractors) have experience in domestic technology transfer programs? If so, explain the extent (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) of the experience and its application. Areas or tasks where a contractor does not have prior experience should be annotated as such. In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of $257,000 per month? To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement, to Na Lin at na.lin@us.army.mil. A Firm Fixed-Price contract is anticipated with a base plus four (4) Option Years. The anticipated period of performance will be 31 August, 2009 to 30 August, 2010. The place of performance will be Arlington, VA. All contractor personnel will require a current Secret clearance with the exception of the Senior Program Manager who will require a Top Secret clearance. A written Request for Proposal (RFP) will be posted on or about 17 July, 2009. The RFP must be retrieved and downloaded from the Governments point of entry on FedBizOpps.Gov at www.fbo.gov. The RFP can also be found on CCEs homepage at: http://cce.hqda.pentagon.mil/rfp/rfp_1.asp select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from either one of these websites. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled.
