- Ray-152 back plate image (Sample) (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) IN ACCORDANCE WITH FAR Part 26.202-1 (Local Set Aside), THIS SOLICITATION IS BEING RESTRICTED TO SMALL BUSINESSES WITHIN A 30 MILE RADIUS OF THE RECEIVING LOCATION. PLEASE NOTE THE CRITERIA REQUIRED. ALL INTERESTED PARTIES BEYOND THE RADIUS AREA WILL BE DETERMINED UNREASONABLE AND THUS DISQUALIFIED. (iii) Solicitation number HSCG40-09-Q-41460 applies, and is issued as Request for Quotation. (iv) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. (v) This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 325510 and the business size standard is 500 employees. U.S. Coast Guard Engineering Logistics Center intends to award a Firm Fixed Price Contract. (vi) STATEMENT OF WORK Group I Parts A. Historically the ELC has experienced on an annually reoccurring bases a quantity of up to 134 each of the RAY-152 SSB Radio Bases and 134 each of the RAY-152 SSB Lids in need of refurbishment. Refurbishment involved the process of abrasive blasting, Zinc Phosphate submersion, primer coat and the application of a new Powder Coat finish. Demand is based on historical data and varies year to year. B. Minimum specifications for RAYMARINE Ray-152 SSB Radio Bases and RAYMARINE Ray- 152 SSB Radio Lids: 1. 2.Color of the final powder coat finish will be Grey # 26307 of FED-STD-595. 3.Contractor will remove hardware, mask, apply abrasive blast all over using glass bead media according to The Society for Protective Coatings Joint Surface Preparation Standard SSPC-SP 10/NACE No. 2 Near White Metal Blast Cleaning (SSPC10). 4.Contractor will treat metal bases and lids by submerging them in Zinc Phosphate for a minimum of 20 minutes or more, Specification 5.3.2.3 of MIL-STD-171. 5.Contractor will mask bases and lids before application of powder coat operations. 6.Contractor will apply powder primer to all bases and lids. The minimum Total Dry Film (TDFT) allowable shall meet or exceed.0009 thickness and will be heat treated (baked) for a minimum of 30 minutes @ 375 degrees. 7.Contractor will apply a final powder finish to all bases and lids. The minimum film (TDFT) allowable shall meet or exceed.0030 thickness and will be heat treated (baked) for a minimum of 30 minutes @ 375 degrees. 8.Contractor will inspect and remove all masking upon completion of all powder coating. Any irregularities in paint coverage such as bubbling, pitting, bare metal or primer exposure will be corrected by the contractor to ensure total and quality coverage of targeted areas of bases and lids. Contractor will reassemble any hardware that was disassembled prior to preparation and powder coating. 9.Contractor will ensure 100% inspection prior to and will ensure each base and lid is package in a way that will prevent damage to the paint and equipment during transportation and storage. 10.Contractor will make available for pickup within 2 weeks of receipt of parts unless arrangements were made in writing between the contractor and COTR when services are requested. Group II Parts A. Historically the ELC has experienced on an annually reoccurring bases a quantity of up to 134 each of the RAY-152 SSB Radio Back plates in need of refurbishment. Refurbishment involved the process of abrasive blasting, Zinc Phosphate submersion, primer coat and the application of a new Powder Coat finish. Demand is based on historical data and varies year to year. B.Minimum specifications for RAYMARINE Ray-152 SSB Radio Back plates 1.Color of the final powder coat finish will be Grey # 26307 of FED-STD-595. 2.Color of the silk-screen characters will be Black # 27038 of FED-STD-595. 3.Contractor will mask hardware, apply abrasive blast all over using glass bead media according to The Society for Protective Coatings Joint Surface Preparation Standard SSPC-SP 10/NACE No. 2 Near White Metal Blast Cleaning (SSPC10). 4.Contractor will treat back plates by submerging them in Zinc Phosphate for a minimum of 20 minutes or more, Specification 5.3.2.3 of MIL-STD-171. 5.Contractor will mask back plates before application of powder coat operations. 6.Contractor will apply powder primer to all back plates. The minimum Total Dry Film (TDFT) allowable shall meet or exceed.0009 thickness and will be heat treated (baked) for a minimum of 30 minutes @ 375 degrees. 7.Contractor will apply a final powder finish to all bases and lids. Group III Parts A. Historically the ELC has experienced on an annually reoccurring bases a quantity of up to 87 each of the FDVS Zoom and Fixed Camera Enclosures and 87 each of the FDVS Zoom and Fixed Camera Back plates in need of refurbishment. Refurbishment involved the process of abrasive blasting, Zinc Phosphate submersion, primer coat and the application of a new Powder Coat finish. Demand is based on historical data and varies year to year B. Your company may also be charged shipping costs to cover the cost of returning the material to your company for repackaging. Please pay close attention to the desired delivery dates for each item. If you can not meet the delivery date please propose new dates. (vii) CONTRACTOR SHALL CONFORM TO THE FOLLOWING MARKING INSTRUCTIONS. a. MARKINGS: INCLUDE PURCHASE ORDER NUMBER, PACKING SLIP AND INVOICE. (viii) Place of delivery is: Vendor location. All items will be hand-carried to the place of performance and retrieved from the same location. ATTENTION: HSCG40-09-P-41460. Please quote prices without shipping charges. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. PREPARATION FOR DELIVERY All material will be hand-carried to the place of performance and will be accompanied by an itemized list. No security clearance is required. 7.0 QUALITY ASSURANCE Quality assurance includes the requirements of this Statement of Work, the latest revision American Standard SSPC-SP 10/NACE No. 2 Near White Metal Blast Cleaning (SSPC10), MIL-STD-171 Specification 5.3.2.3. and the requirements of the paint manufacturer as applicable. Unless specifically stated otherwise, the most stringent requirement will govern when there is a conflict. 8.0 WARRANTY The contractor shall warrantee their work from manufacture defects and workmanship. Paint selection shall be based on requirements that meet harsh outdoor marine environmental conditions.
