Earthquake Country Alliance- Statement of Work Contracting Office Address Department of Homeland Security, Federal Emergency Management Agency, 1111 Broadway, Suite 1200, Oakland, CALIFORNIA, 94607-4052, UNITED STATES Description THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $7.0M.*** *** The Department of Homeland Security/Federal Emergency Management Agency Region IX is seeking to identify companies that can provide support services to FEMA Region IX to support the Earthquake Country Alliance to manage several activities that support the mitigation of future earthquake losses.*** ***All interested Contractors shall provide a proposal for the following: Task 1: Expansion of ShakeOut website and web-based tools statewide Task 2: Development of statewide earthquake preparedness website Task 3: Development of drill planning manuals and other materials, including versions for vulnerable populations Task 4: Organization and implementation of a decisionmaker forum in August 2009 Task 5: Convene two in-person meetings of ShakeOut organizers ***The award is intended to be a firm-fixed price (FFP) order.*** Award shall be made to the offeror whose proposal offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor "meeting or exceeding the requirement, (2) past performance, and (3) price. Technical and past performance, when combined, are equal in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price. If technical capability and past performance are equivalent, price shall be the determining factor. The contractor shall submit a technical proposal outlining their firm's capabilities and experience with respect to the effort described in the SOW. The technical proposal should describe the proposed methodology, personnel and corporate experience that are directly relevant to this effort. Technical Understanding of Requirements Technical and qualitative descriptions of the proposed methodology shall be used to accomplish the objectives in this SOW. Past Performance/Corporate Experience Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor's history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the proposers recent and relevant procurement history with FEMA Region IX or its affiliates. Offerors must provide a list of at least three (3) references to whom the same or similar services have been provided. The Contractor must include the references name, contact person, and contact information in the proposal. All responsible sources may submit an offer which shall be considered by the agency. The following solicitation provisions apply to this acquisition: •FAR 52.212-1, "Instructions to Offerors-Commercial Items" [insert date of provision] •FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items" [insert date of provision] Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items." If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: •FAR 52.212-4, "Contract Terms and Conditions-Commercial Items" [March 2009] •FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders" [May 2009] Offers for the items(s) described above are due by 2:30 pm PST, July 06, 2009, FEMA Region IX, Attn: Ameka Ali, 1111 Broadway, Suite 1200, Oakland, CA 94607-4052 and must include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Responses to this RFP shall include information that fully responds to the technical requirements in the SOW. SUBMITTAL REQUIREMENTS Technical Submittal Requirements: The offeror's technical proposal shall be limited to 30 single sided, 8-1/2 by 11 inch pages of text with 10 point font or larger. The page limitation does not include the Standard Form 1442, Solicitation, Offer, and Award, and construction schedule. If the technical proposal exceeds the stated page limitation, only the first 30 pages will be evaluated. The THREE (3) technical proposal(s) shall be presented in three ring binders with dividers separating each evaluation factor. Offerors are advised that the required data listed above will be utilized for technical review and evaluation and for determination of a "rating" by a Technical Evaluation Team. This is an open-market combined Synopsis/Solicitation for earthquake awareness and mitigation activites services as defined herein. The Government intends to award a Firm Fixed Price contract as a result of this Combined Synopsis/Solicitation.
