- Contract Security Classification Specification DD Form 254 June 3, 2009 INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACTS CONSTRUCTION SERVICES WORLDWIDE DESIGN-BUILD CONSTRUCTION PROJECTS FEDBIZOPPS ANNOUNCEMENT The US Department of State (DOS), Office of Logistics Management, on behalf of the Office of Overseas Buildings Operations (OBO), is seeking qualified cleared construction companies to provide construction services to alter replace and upgrade facilities and facilities systems and equipment at various OBO sites worldwide by means of a performance-based, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with firm fixed prices. Selection shall be made in accordance with Federal Acquisition Regulation (FAR) Part 36 for Construction and Architect-Engineering services. The contract period will be one base year from the execution of the contract with four additional option years. Task orders for each proposed construction services will be placed against the contract on an as-needed basis and individually negotiated. Under each of these contracts, the Government guarantees a minimum of $20,000 for the life of the contract. The maximum dollar value of each of these contracts shall be $10,000,000. for the base year and each option year. Contract duration shall not exceed five years. The total contract value shall not exceed $50,000,000. The successful firm(s) shall provide construction services for various existing buildings at various DOS facilities overseas. Successful offerors will have extensive experience including requisite knowledge, skills, abilities, clearances and competencies to perform overseas construction services. As part of the scope of work, the construction companies shall be required to prepare written reports, drawings and sketches, specifications, estimates, construction packages, and other documentation. Projects shall be reported and designed in both SI (i.e., metric) and Imperial units. Construction documents shall be submitted with the latest version of AutoCAD in.dwg format for each submission and shall be classified in accordance with the Security Classification Guide for the Design and Construction of Overseas Facilities, dated May 21, 2003. For performance of this contract, it is expected that the following personnel will be required: principal; project manager(s); logistics manager, senior engineer; engineer; CADD technician and or draftspersons; Geotechnical/Seismological in-house personnel or sub-consultant; and clerical assistant. Other cleared sub-consultants may be required on an as-needed basis. Proposed Acquisition Method will be 100% 8(a) Set-Aside (competitive). Task order work will be done 100% at overseas. Successful company shall have a secret facility clearance that legal and Department of State has cleared off on and you have a record in the file. Mandatory Pre-Qualification Requirements A. Omnibus Diplomatic Security and Antiterrorism Act of 1986. Firms being considered for award under this acquisition are limited to "United States Person" bidders as defined in the Act. The Offeror must complete and submit as part of its pre-qualification package the pamphlet "Certifications Relevant to Public Law-399, Statement of Qualifications for Purpose of Section 402 of The Omnibus Diplomatic Security and Antiterrorism Act of 1986." (The pamphlet is attached to this FEDBIZOPPS announcement and may be obtained from the DOS Contract Specialist listed at the end of this notice.) The pamphlet must be completed and included as part of the pre-qualifications package. If a joint venture is formed, the company having 51 percent or greater interest in the JV must be the one completing the pamphlet. This is a pass/fail evaluated area. Submissions from Offerors who do not receive a pass rating in this area will not be further evaluated. As a mandatory pre-qualification requirement, Offerors must possess a Defense Security Service (DSS) Final Secret, Interim Top Secret or Final Top Secret Facility Clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. All entities comprising a joint venture for this effort must already possess an FCL, as well as the joint venture. All personnel requiring access to classified information or to Controlled Access Areas (CAAs) at the site must possess a Secret or Interim Secret personnel security clearance issued by DSS. Personnel requiring access to Post Communications Centers and other core areas, or those who will any work at certain posts must possess Top Secret personnel security clearances issued by DSS. COMSEC/cryptographic access may be required for certain personnel. The contract performance requirement will be Top Secret. If the successful Offeror possesses only a Final Secret FCL, the selected Offeror will be sponsored by Department of State for an FCL upgrade to the Top Secret level. Sponsorship does not guarantee that the firm will receive the upgraded clearance. A period of 90 days from the date of selection for award will be allowed for the Secret cleared firm to obtain an Interim Top Secret FCL. After this period, the Government reserves the right to discontinue contract award and process the next highest Offeror. Offerors must submit their appropriate Commercial and Government Entity (CAGE) Code with the required qualification documentation. A Request for Proposal DD Form 254 is attached, and a Contract DD Form 254 will be issued to the successful offeror. 2 Phase Proposal Submission Phase I the offerors shall respond to each subcategory seen below and divide each subcategory within its own tab: Firms/teams responding to this announcement on or before the closing date will be considered for selection using the following evaluation criteria – (100 points maximum): a)Specialized experience and technical competence in construction services (existing buildings) of key individuals proposed/assigned to this contract. This includes, but is not limited to, work experience pertaining to: alter, repair, replace and upgrade facilities and facilities systems and equipment to office buildings. (25 points) b)Professional qualifications necessary for satisfactory performance of the required services of personnel who will work on this contract. This includes, but is not limited to: education (e.g. engineering baccalaureate/masters degrees); Professional registration including designation of structural & construction experience (e.g., CA, WA SE licenses); actual work experience; committee work within professional society and code development forums; relevant continuing education. (20 points) c)Firm’s demonstrated experience in assessing and strengthening existing buildings (within last 5 years) per the work experience described in a) above. Additionally, include work experience pertaining to: clients and owners with a preponderance of non technical decision makers; comprehensive reports suitable for presentation to both engineers and non-technical personnel; experience with overseas projects (existing buildings); performance with other Federal Agencies such as VA, GSA, DOD. (20 points) d)Proposed team composition and appropriateness of sub consultants. This includes, but is not limited to: previous relationships and projects with construction services sub consultant; previously established relationships with sub consultants of electrical, mechanical, architectural, and cost estimating disciplines; teams’ project management experience; firm’s experience as a prime consultant. (15 points) e)Past performance with strengthening projects in terms of cost control and cost history, ease of construction, quality of work, and compliance with performance schedules. For each project identified in the responses to evaluations criteria, provide the name, address, and current telephone number of client representative and identify which members of the firm participated in the project. (10 points) As prescribed in the Federal Acquisition Regulation at 15.305(a) (2) (IV), an offeror without a record of relevant past performance or for whom information on past performance is not available will receive a neutral rating. f)Capacity to accomplish the work in the required time. This includes, but is not limited to: sufficiency of staff and technical resources available for this contract and not committed to other contracts; firm’s current and future workload; the ability to accomplish the work with minimum oversight by DOS; capability and willingness to work overseas under stressful conditions. Also, the capacity to respond to on-call types of tasks to cover any emergency response and quick plan review/evaluation response should be addressed. (10 points) Failure to address each of the evaluation criteria, in writing, will result in failure to qualify. Additionally, failure to provide the requisite information will result in failure to qualify. Firms responding to this advertisement are advised to specifically address each evaluation factor under a separate heading. The qualifications statements should clearly indicate the office location where the work will be performed, an organizational chart for the proposed contract, and the qualifications of the individuals anticipated to work on the contract and their geographical location. Firms that are short listed will be required to submit supplemental documentation and /or submit to a telephone interview in support of additional verification and insight into the firm’s capabilities. Examples may include, but are not limited to the following: significance of firm’s recent projects to DOS projects; response to written questions pertaining to state of the art in construction services; firm’s organizational and administrative structure and regional offices; philosophy/involvement of principal in charge; QA/QC procedures and protocol. Up to four (4) of the most highly qualified firms will be selected and granted an opportunity to submit a price proposal under Phase II.All contractors that are deemed as successful from Phase 1 will be invited to receive a solicitation and submit a cost proposal. Contract award will be contingent upon the negotiation of a fair and reasonable price for hourly rates. This is not a Request for Proposal (RFP).
