- Draft Statement of Work The Department of Education intends to make a sole source award to the National Academy of Science, located in Washington, DC, to conduct External Evaluation of National Institute on Disability and Rehabilitation Research (NIDRR) grant processes and summative reviews of its grantees. NIDRR grantees include major research universities, medical rehabilitation facilities, and technology research corporations. NIDRR sponsors research in three major domains that are relevant to the lives in individuals with disabilities: Health & Function, Participation & Community Living, and Employment. Within each of these domains, NIDRR sponsors research to address a diversity of research questions and development goals. To address these questions and goals, NIDRR-sponsored researchers utilize a wide variety of methodological approaches, including (but not limited to) rehabilitation engineering, secondary data analyses, survey data collection and analysis (longitudinal and cross sectional), qualitative analysis, meta-analysis, single-subject designs, and randomized clinical trials. The proposed external evaluation has two phases which include, a process evaluation and a summative review of grantee outcomes. • The process evaluation is intended to: o Make explicit the process used by NIDRR to develop its funding priorities and conduct peer reviews of applications; and o Document how selected grantees manage NIDRR grants to ensure the quality of research and development products. • The summative review of grantee outcomes is intended to: o Provide data for GPRA measures and the PART process; o Provide a better understanding of the products developed by NIDRR grantees; o Provide a quality review of the final outcomes; and o Inform future research priorities. The process evaluation will be conducted through interviews with key NIDRR and grantee staff. The summative review of grantee outcomes will be conducted through web-conferences with a random sample of grantees that are in the final year of their grant. NAS will develop an evaluation plan, a sampling strategy, and the review questions for the process evaluation and the criteria for the summative reviews. Upon completion, NAS will submit an evaluation report presenting the findings from both the process evaluation and summative review. The authority permitting other than full and open competition is 6.302-1. The Department will afford qualified and interested parties an opportunity to submit capablity statements outlining experience directly relevant to this requirement. The Government will consider information received within 30 days of this synopsis.
