Notice Type: Presolicitation Synopsis: Sources Sought The Department of Agriculture, Forest Service in support of Job Corps has a requirement for one (1) Center Mental Health Consultant (CMHC) to provide students of the Timber Lake Job Corps Civilian Conservation Center (JCCCC) with services in support of the center’s mental health and wellness program. Applicants for the position of CMHC will be responsible to provide Staff Development, to include: (1) Advise center director and health and wellness staff on mental health matters, overall center program and provide organizational consultation to the center director and administrative staff, to include staffing requirements. (2) Consult on the development of a system to promote coordination and integration of the mental health and wellness program with other center programs and activities such as counseling, residential life and recreation. (3) Advise and assist instructors regarding mental health and wellness services during student introduction to center life. (4) Consult with center health and wellness staff, counselors, residential advisors, instructors and other appropriate staff concerning ongoing mental health problems of students. (5) Assist with program development for the purpose of meeting the life crises of students in constructive ways. (6) Provide staff development support in the use of mental health principles and techniques. Provide Clinical Services, to include: (1) Advise center director on advisability of student separation for mental health reasons and cost of mental health service. (2) Ensure maintenance, confidentiality and safeguarding of necessary mental health records. (3) Issue and maintain signed and dated mental health standing orders. (4) Diagnose and evaluate students. (5) Provided limited forms of psychiatric treatment such as brief psychotherapy, intermittent supportive psychotherapy, psychotropic drug management and group psychotherapy. (6) Assist with appropriate referral for students who must be separated from the program for mental health reasons. Provide Trainee Employee Assistance Program (TEAP) Consultation Service, to include: (1) Consult on developing a system to promote the coordination and integration of the mental health and wellness program with the TEAP and related center-wide programs. (2) Provide TEAP staff development support for the use of mental health principles and techniques related to coping with problems of alcohol and drug use. (3) Provide clinical assistance to students and the TEAP specialist, associated with co-morbid psychiatric and substance abuse disorders. (4) Review student records to assist with the reasonable accommodation process. The Timber Lake Job Corps Civilian Conservation Center is located at 59868 E. Hwy 224, Estacada, Oregon. Estacada, Oregon is a 30 minute drive from Portland, Oregon and the Job Corps Center is an additional 26 miles from down town Estacada, Oregon. The Job Corps center is equipped to support 250 students. The current student population is 234 students. Estacada Oregon has a population of only 2,855, and was named, in September 2007, by Budget Travel Magazine as “One of the Best Places You’ve Never Heard Of”. This town remains one of Oregon’s best kept secrets and is located at the base of the Clackamas River Gorge and the Mt. Hood National Forest, the gateway to the Clackamas River Recreation Area. Fishing, hiking, picnicking, camping, boating and snow sports attract Oregonians and tourists year around. Residents enjoy a friendly, small town quality of life, as well as the cultural and social activities of downtown Portland, located just 30 minutes away. Applicants for the position of CMHC must be qualified (i.e., fully certified and/or licensed, in the state of Oregon, as a psychiatrist, clinical psychologist, or psychiatric social worker) and able to practice independently. In addition to these licensure/certification requirements, experience in the following applied areas is desirable: (1) Previous experience in a residential school or treatment facility serving youth, such as a hospital, halfway house, or vocational school. (2) Demonstrated understanding of accommodating students with special needs. (3) Demonstrated knowledge of community resources as obtained by work in a vocational rehabilitation office or a community mental health center. (4) Demonstrated understanding of disadvantaged youth as obtained through prior employment or through personal experience. (5) Demonstrated ability to provide for staff development needs as obtained through previous organizational development consultations or the design and delivery of staff. Applicants for the position of CMHC are responsible for maintaining a current license and liability insurance (at least $1 million, $3 million respectively), and provide proof of these documents to the health and wellness manager to keep on file for regional office center assessments. It is expected that the government will award one (1) contract with a period of performance of one (1) basic year and four (4) option years. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. Further information on registering with CCR may be obtained at website http://www.ccr.gov. All interested parties should respond to this notice. In accordance with regulatory authority, this requirement will be restricted to HUBZone small business concerns unless there is inadequate competition necessary to award at a fair market price. The NAICS code for this acquisition is 62112 and the small business size standard is $10.0 million. The solicitation release date has not been determined at this time.
