- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91248-09-A-0018 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 333415 with a small business size standard of 750.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-06-19 15:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Campbell, KY 42223 The USA ACA Ft. THIS UNIT IS A CRITICAL COMPONENT TO THE FACILITY FOR THE QUALITY OF LIFE OF THE INHABITANTS, BUT IT ALSO THE MEANS OF CONTROLLING TERPERATURE AND HUMIDITY TO PREVENT INTERIOR STRUCTURAL DAMAGE DUE TO CONDENSATION AND MOLD FROM ACCUMULATING WITHIN THE FACILITY. Campbell intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Ft. Campbell is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. No used, re-furbished, or gray market equipment will be accepted, new equipment only. Acquisition is for a 70 ton York Air Scrolled Chiller at building 6768 from Johnson Controls. The chiller at building 6768 has had a catastrophic failure, and there is an urgent requirement for the York air cooled scroll chiller. The unit is a critical component to the facility for the quality of life of the inhabitants, but also the means of controlling temperature and humidity to prevent interior structured damage due to condensation and mold from accumulating within the facility. Also the York unit is recommended because of the location and the footprint the unit must fit. This will prevent extensive and expensive modifications involving multiple crafts. : FAR 8.405-6(b)(1): Only one source is capable of responding due to the unique or specialized nature of the work.
