NO TELEPHONE REQUEST WILL BE ACCEPTED. The solicitation is as follows: The U.S. Army Materiel Command (AMC) seeks to enter into a contract consisting of a base year with 4 one year options in order to consolidate all Command Standards and Specifications subscription services. This consolidation effort will afford AMC the ability to achieve an AMC Wide Standards Information Solution in order to gain efficiencies and cost savings. Currently, standards and specifications related information services are acquired by individual organizations using GSA schedule contracts, for a one year period and funded locally. AMC anticipates significant cost saving through the consolidation with no interruption in services. Provide AMC electronic access to search platform for standards and specifications publications, parts information and lists in order to facilitate AMCs mission in research, development, testing and lifecycle management, and other requirements as deemed appropriate by AMC. Objective should include current and superseded industry Standards Developing Organizations (SDOs) listed in Attachment A, but not exclusive to that list, and an index to current and superseded U.S. Military Standards and Specifications. Primary deliverable is a search platform with full-text access to no less than 99% of the industry standards required by AMC. Such access is to be via internet and accessible at the desktop by qualified AMC personnel. Access for AMC personnel will be through a central portal within the AMC IT architecture. On-line service must be available 24/7 with a system availability rate not lower than 98%. Access to the system to be authenticated under the direction of the Program Manager who will be a full-time AMC employee. AMC Program Manager responsible for Standards and Specifications information shall be granted administrator access sufficient to manage interface for AMC personnel. In the event a standard is not available in electronic, online format, the Contractor is required to supply the requesting AMC activity with either a facsimile copy or express mail of the standard or specification within 24 hours. Procured standards and specifications will have no time restrictions placed on them for initial opening. Ensure service delivery is compliant with section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d). End user requests for technical support shall be completed within 8 working hours of the request. All requests for technical support will come from the Program Manager. All non digitized products are to be delivered to the Government within 24 working hours of the request. Prior to planned outages AMC must be given 72 hours notice. Full online search capability is required in accordance with internationally accepted search fields. The contractor is responsible to report to the Program Manager all information assurance incidents within 2 hours of receipt of knowledge of the incident. The contractor shall operate within established legal parameters of intellectual license and copyright as directed in US Code Title 17. The contractor shall have the ability to cross reference U.S Military Standards and Specifications (MILSTANS/SPECS) with industry standards where industry standards have replaced U.S. Government MILSTANS/SPECS as the official military standard. Such cross referencing must be provided by the contractor to enable the end-user to track the history of a U.S. MILSTAN/SPEC in order for the end-user to view obsolete or rescinded U.S. MILSTANS/SPECS. Applicable Parts Catalogs and Lists. Life Cycle Management of U.S. Army military equipment requires the procurement of parts. The contractor shall provide parts catalogs and lists with immediate electronic access to facilitate the timely repair and maintenance of equipment in order to maintain the OPTEMPO (Operational Tempo) of the U.S. Army DELIVERABLES. 24/7 full-text access to Standards and Specifications. Express mail or 24/7 FAX service for delivery of non-digital products. The Contractor shall develop and maintain a log detailing what AMC activity accessed the service, details of the origin and requested item. Monthly or as required by the Government the contractor shall provide the log data to the AMC Program Manager. The Contractor produces for search and full-text retrieval an index of all U.S. Government MILSTANS/SPECS and Industry standards and specifications held to be current by the Defense Automated Publishing Service (DAPS). The Contractor produces for search and full-text retrieval a current index of industry standards produced by Standards Developing Organizations (SDOs) to include but not exclusive to the list in Attachment A. The Contractor produces for AMC a monthly financial report of all transactions between AMC and contractor in an Excel spreadsheet detailing Who placed an order for a standard/specification; What was ordered; Cost per order; and Date of order. The period of performance for this requirement is for one (1) year with four (4) one year option years from the date of contract award. Attachment A List of Standards Developing Organizations (SDOs).
