Morgan Large Cavitation Channel (LCC) in Memphis, TN. The project property is located on President’s Island at the Port of Memphis, about five miles from downtown Memphis, and is a part of a larger site, which is used as a Navy testing facility for model testing of all types of ship, submarine, and torpedo propellers and hulls. The Navy is interested in leasing a total of 48.0 acres, consisting of approximately 172,000 square feet of warehouse space, an office building of approximately 17,550 square feet and approximately 37.4 acres of vacant land. (The entire warehouse is approximately 461, 218 square feet with a ceiling height ranging from 35 feet to 108 feet.) The 172,000 square feet of warehouse space available for the EUL will need to be separated from the rest of the building. Use(s) of the warehouse space will have to be compatible with the LCC testing mission and requirements. Competitive Process: The Government intends to award the EUL using a two-phased, best value source selection process. Specific source selection procedures, submission requirements, evaluation criteria and the obligations and responsibilities of the successful offeror are identified in Request for Qualifications (RFQ) LO-10226. Among other things, the successful offeror shall: -Develop a successful, long-term, mutually beneficial business relationship with the Navy while maintaining positive relations with local government authorities and the adjacent communities; -Design and develop the available real estate in a manner that is compatible with adjacent Government uses; -Execute, operate, and manage the development consistent with best commercial practices. The successful offeror shall provide the Navy in-kind consideration not less than the fair market value of the offeror’s leasehold interest in the real property. No Government appropriated funds will be obligated by the EUL. RFQ LO-10226: The RFQ is issued as an attachment to this Announcement. The RFQ is also available on the Navy’s Enhanced Use Lease website at http://www.navyeul.com/projects/large_cavitation_channel/docs.php. While the Navy intends to enter into a Lease with an Offeror selected through the process set forth in the RFQ, the Navy is under no obligation to do so. The Navy reserves the right to cancel this RFQ at any time or to reject any and all submissions prepared in response to the RFQ. The RFQ does not commit the Government to contract for services, or to pay any costs incurred in preparation of any submission in response to the RFQ.
