Description
The U.S. Consumer Product Safety Commission (CPSC), intends to procure on a sole source basis with Panalytical, Inc., Brand name only, to purchase X-Ray Fluorescence Spectrometer. The North American Industry Classification systems code is 334516 and small business size standard is 500 employees. The following are the specifications: (a) 100 kV X-ray tube, with maximum power of 600 watts for enhancing the excitation of heavy element K-lines. (b) 100 kV/600 watt high voltage generator. (c) minimum 52 position automatic sample changer. (d) 3-dimensional polarizing optics configured with a minimum 12 polarization/secondary targets to allow optimization of the source to the elements of interest. (d) 12 targets shall include the following: Al, CaF2, Fe, Ge, Zr, Mo, Ag, Ce2O3, Al2O3, BaF2, CsI, KBr. (e) solid state Ge detector that maintains 100% efficiency for heavy element K lines with Be window, energy range of 0.7-100 KeV, resolution of <135eV at 1000cps for Mn Ka, maximum count rate up to 200,000. The detector is liquid nitrogen cooled and shall have a minimum 20 liter dewar to allow for minimum 10 day duration. The system shall have protections to ensure detector is not compromised in the event that the liquid nitrogen dewar goes empty. (f) Vacuum pumps capable of producing <10Pa atmospheric pressure in the beam path. The spectrometer shall come with all accessories needed to operate in Helium atmosphere for analyzing loose powders or liquids. This notice of intent is not a request for competitive quotes. Any firm that believes it can provide the stated required product within the established timeframe is invited to submit written notification to this office within 5 calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated product within the established timeframe. Information can be sent to the Contract Specialist, Renita Smith, at rsmith@cpsc.gov. No telephone requests will be accepted. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice will be is solely within the discretion of the Government. If no responses are received, CPSC will proceed with the sole source contract.
