JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position manages the Narcotics Affairs Section (NAS) regional office in Cochabamba, Bolivia. The incumbent is the principal policy advisor and coordinator within NAS on issues related to the institutional development of and administrative support to the FELCN, Bolivia’s specialized counter-narcotics police force. The advisor assists the (U.S. direct-hire) Ground Programs Officer in designing, planning, implementing, monitoring and evaluating NAS support to the FELCN. Following the departure of the DEA in country, Regional Director provides advice as well on logistical support for operations conducted by the FELCN. The position involves extensive travel throughout Bolivia; up to 75% of the time traveling to areas within the region of responsibility as well as periodic visits to La Paz; and roughly 25% of the time in Cochabamba. Description of Work •Serves as the Regional Director for one field office in Cochabamba[[covers how many “departments” of Bolivia, including square miles and population size/percentage of Bolivia’s coca leaf crop]], and oversees a sub-office in Chimore. Also, incumbent has prime responsibility for administrative oversight for all NAS-supported projects in those areas. The advisor reports directly to the NAS Deputy Director on program issues and indirectly to the NAS Director on policy issues, and the NAS Management Officer on administrative issues. The advisor directly supervises 70 NAS employees, and assumes indirect responsibility for approximately 1200 Government of Bolivia (GOB) employees. •Briefs high-level officials of USG, GOB and other governments and entities on issues related to projects managed in the field, assisting in developing itineraries and in escorting official travelers and visitors, as required. Coordinates high-level USG visits to region, providing logistical support as needed. Represent NAS domestically and internationally in meetings in all law enforcement issues as instructed by NAS management. •Serves as NAS liaison representative outside of La Paz, supervising administrative, warehouse, motor pool, and logistical support for all NAS supported projects outside of La Paz administrative region. Coordinates accordingly with the counterpart NAS Regional Director in Santa Cruz. Provides commodity requirements for all NAS projects supervised in the area. Works with Program Managers in La Paz in reviewing actual requirements, identifying those that cannot be met locally, purchasing non-stock items of minimal nature through petty cash or initiate procurement of required items through NAS channels; manages effective end-use monitoring of all NAS –provided goods until they leave NEPA control; provides NAS with estimated procurement forecasts. Advises the Ground Operations Officer, as well as the NAS Deputy Director and NAS Director, regarding NAS’s day-to-day support to the FELCN and other elements of the GOB involved in counter-narcotics activities and suggests changes in policies as appropriate. •Evaluates requests from the FELCN for operational, logistical or institutional support and recommend course of action to the Grounds Operations Officer. Contributes to development of annual budgets for FELCN supported projects and efforts. Works with FELCN counterparts to quantify requirements, validates type and extent of support provided and takes appropriate action to ensure compliance with the utilization of commodities provided in regard to program agreement regulations. •Works with LEDTP Program Manager and MILGROUP in devising appropriate CN training programs for the FELCN personnel. •Monitors project performance against MSP and LOA goals. Ensures compliance with NAS policy guidance as well as INL policies and procedures. Performs ongoing/in-service evaluations of project progress. Ensures that projects are managed according to sound professional management principles and practices, meeting applicable USG regulatory standards. •Makes frequent contact with Bolivian officials at the ministerial and vice ministerial level in order to conduct briefings or coordinate policy and program activities. •Conducts on-site inspections to perform end-use monitoring to ensure that commodities and financial support are being delivered in timely manner and being properly utilized in accordance with sound professional management controls and practices, meeting applicable USG regulatory standards that prevent waste, fraud, or abuse in the use of USG resources. •Coordinates with regional DEA office based outside Bolivia and FELCN units to monitor effectiveness of all the activities, suggesting ways to improve activities as appropriate. •Serves as NAS liaison in the Chapare region to the Alternative Development (AD) program, providing recommendations on such goals and projects the AD program might best undertake to improve the environment for eradication and interdiction programs in the area. SUPERVISION RECEIVED: The Contractor is under the supervision of the NAS Director or Deputy Director. Incumbent must use good judgment, creativity and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. Analyses, evaluations and recommendations developed by advisor are normally reviewed by NAS management regarding context of broad policy objectives and program goals; findings and recommendations would normally be accepted without significant change. GUIDELINES: Guidance is provided from Department and Administration policy and directives and operating procedures regarding U.S. international narcotics control matters. Since these guidelines provide only broad guidance, originality, resourcefulness and ingenuity are required to interpret, adapt and apply them to complex program needs and situations. Initiates new or substantially modified methods and procedures that results in significant program changes. II.MINIMUM QUALIFICATIONS Candidates must be: A.U.S. Citizen, subject to State Department security clearance. B.Bachelor degree or equivalent experience, with a minimum of five to ten years of experience in either law enforcement or military CN programs and training. C.Extensive knowledge of USG CN program development and administration. Prior experience as a program officer is highly desired. D.Knowledge of and skill in using management information systems, to include word processing, accounting, data base management and graphics applications is highly desirable. E.Knowledge of US Embassy organization and complex interrelated activities, as well as familiarity with programs, organization and operations of other USG elements involved in the Counternarcotics programs, particularly the military, is required. F.Knowledge of Riverine operations would be desirable. G.Experience and proven success in cross-cultural negotiations is required. H.Spanish language ability at the equivalent of the Foreign Service Institute level of S3/R3 is required; fluency at the S4/R4 levels is highly desirable. III.BASIC REQUIREMENTS In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least the GS-12 level. IV.KNOWLEDGES, SKILLS AND ABILITIES Incumbent must have ability to deal with: COMPLEXITY: Assignments involve organizations, operations, and functions of significant complexity with interrelated programs of both the USG and GOP in a complex international environment. Evaluation may result in the creation of new or substantially modified program objectives and operations. SCOPE AND EFFECTIVENESS: Assignments or objectives sought will involve extensive analysis and investigation to detect and resolve problems, affect several interrelated programs and impact on the efficiency and effectiveness of future international narcotics control operations and programs. PERSONAL CONTACTS: Contractor is expected to maintain close working relationships with all levels of the FELCN and other relevant GOB, as well as with USG personnel of various agencies. PURPOSE OF CONTACTS: The Contractor serves as the principal NAS expert and representative on assigned programs to provide advice and guidance on plans and proposals, to develop suggestions for policy and changes in program operations and to report on meetings and program developments. Contacts often require persuasion, diplomacy and cooperative relationships. RELATIONSHIPS: The Contractor reports to NAS Director, who will act as the Contracting Officer’s Representative (COR). The Contract Administrator shall be the INL Contracting Officer. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection, and after concurrency by the Contracting Officer, acceptance of Contractor performance under the contract, including acceptance of progress reports, when appropriate. The COR will coordinate all work with the contractor and review Contractor’s performance at regular intervals. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms or the conditions or waive the Government’s requirements, price delivery, or other terms and conditions. The Contracting Officer must authorize such changes, in writing. V.EVALUATION FACTORS Factor 1. Offeror’s relevant experience in local law enforcement, in particular experience within CN enforcement context, and experience working with diverse, multicultural community groups. Offerors with specific experience working with Bolivian law enforcement will be given an additional five points. (50 points) Factor 2. Offeror’s knowledge of modern police investigative policies, concepts, practices and principles that would allow him/her to analyze and develop recommendations for program implementation and achievement of the objectives of the USG. (25 points) Factor 3. Offeror's knowledge of USG program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of U.S. international narcotics control strategy are desirable. [The position requires strong management, drafting, analytical and interpersonal skills and encompasses the major elements of program management, including resource management, reporting and analysis, coordination and policy formulation and execution.] (20 points) Factor 4. Past Performance evaluation of applicant’s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (5 points) B.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
