Description
Boiler S.O.W. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-09-Q- 3WQ385 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-31. This is a Total Small Business Set Aside procurement; the applicable NAICS number is 238220 and the small business size standard is $13.0 Mil. The FOB Destination delivery is to: USCG Station, 912 Water Street, Wrightsville Beach, NC 28480, on or before: July 26, 2009. The publications are referred to in the text by the basic designation only. 1.1.1National Fire Protection Association (NFPA): NFPA 31Installation of Oil Burning Equipment NFPA 70National Electric Code NFPA 72 National Fire Alarm Code NFPA 211Chimneys, Fire Places, Vents and Solid Fuel Burning Appliances 1.1.2 ASME International (ASME): ASME BPVCBoiler and Pressure Vessel Code 1.1.3International Code Council (ICC): International Building Code International Mechanical Code International Plumbing Code 1.1.4 Underwriters Laboratories (UL): UL 726Oil-Fired Boiler Assemblies 1.1.5Code of Federal Regulations (CFR): 29 CFR 1910Occupational Safety and Health Standards 29 CFR 1926Safety and Health Regulations for Construction 1.1.6 Hydronics Institute Division of GAMA (HYI) HYI-005I=B=R Ratings for Boilers, Baseboard Radiation and Finned Tube 1.2General Requirements: Remove existing oil fired boiler and associated piping and valves and provide new oil-fired sectional hot water boiler and associated piping and valves. Provide other items and equipment so the heating system installation is complete and ready for use upon completion of work. Equipment, materials, installation, and workmanship shall meet the referenced NFPA codes, ASME codes, the ICC codes, 29 CFR 1910, and 29 CFR 1926. In the codes and standards, consider advisory provisions mandatory, as though the word "shall" had been substituted for the word "should" everywhere "should" appears, and, reference to the authority having jurisdiction shall mean the Contracting Officer. 1.2.1Contractor Qualifications: Mechanical work shall be performed by a city- or state-certified master air conditioning and heating mechanic or certified master air conditioning and heating contractor. Electrical work shall be performed by a city or state-certified master electrician, or certified master electrical contractor. PART 2 - PRODUCTS 2.1Boiler: Shall be No. 2 fuel oil-fired, packaged unit, high efficiency, cast iron sectional, 30 psig, hot water type. The boiler shall be designed, constructed, equipped, and labeled in accordance with the ASME BPVC Section IV. The minimum boiler capacity shall be 280 MBH and shall be based on the ratings shown in HYI-005 (I=B=R). Boiler shall be furnished complete with burning equipment, fittings and trim, automatic controls, electrical wiring, insulation, piping connections, and protective jacket. The boiler shall be completely assembled and tested at the manufacturer’s plant. The boiler and its accessories shall be designed and installed to permit ready accessibility for operation, maintenance, and service. Boiler shall have an Annual Fuel Utilization Efficiency of at least 85%. Boiler shall have built-in air elimination and shall include but not be limited to the following accessories and controls: 2.1.1Intermittent electronic type ignition w/100% shutoff. 2.1.2Manual fuel shutoff valve. 2.1.3Low water fuel cutoff. 2.1.4ASME rated safety relief valve. 2.1.5Drain cock 2.1.6Make-up water 2.1.7Oil Burner: UL 726 listed combination burner and pump capable of using No. 2 fuel oil, high pressure-atomizing type with combustion-air blower (forced draft), fuel pump, hinged flame-inspection port, flame sensor, electrodes, ignition transformer, and oil nozzle. Burner shall be equipped with safety controls to energize burner motor and electric ignition, limit time for establishing main flame, monitor flame continuously, and stop on flame failure with manual reset. 2.1.8Boiler Breeching: Pre-fabricated all-fuel multi-wall type, laboratory listed and labeled for the intended service, and meeting NFPA 211. Size according to boiler manufacturer's printed instructions. 2.1.9Boiler Operation: The boiler shall be controlled by the operating controls and safety devices provided with the equipment. The boiler shall maintain its set temperature at all times to avoid the cold shocking of the boiler. 2.2Boiler Accessories and Fittings: Provide accessories and fittings as required by codes, as recommended by boiler manufacturer, or to replace those removed. 2.2Pipe, Fittings, Hangars and Valves: Provide as recommended by boiler manufacturer or as required to match existing work that is removed and to connect to existing work that remains. 2.3Electrical: As minimum materials shall conform to NFPA 70. All conductor shall be copper and be in conduit. Interior power conductors shall be minimum #12 AWG type THW or THWN, solid and color coated. Interior conduit shall be minimum ¾” EMT. Interior boxes shall be galvanized steel. PART 3 - EXECUTION 3.1Installation: Install boiler, piping, and associated accessories and equipment according to NFPA 31 and NFPA 70, the boiler manufacturer's printed instructions, and other applicable federal, state, and local codes. 3.1.1 All equipment, piping, and breechings, shall be drip-tight, fume tight, free of vibration, pound and other objectionable noises. All equipment, conduit, and piping shall be grounded in accordance with NFPA 70. 3.2 Testing and Inspection: After installation, contractor shall show by demonstration in service that all systems are fully operational and properly performing their intended function. Check for leaks and proper operation of the equipment, controls, etc. Make adjustments and perform balancing necessary for safe and efficient operation. Correct any improper functioning, deficiencies, or defects noted during testing and inspection. All equipment and materials required for testing and inspection shall be furnished by the contractor. 3.3Training: Train U.S. Coast Guard personnel on procedures and schedules related to startup and shutdown, troubleshooting, servicing and preventive maintenance. The training shall be at least 2 hours long. 3.4Manuals: Provide two complete bound sets of operating and maintenance instructions, descriptive literature, warranty information, etc. 2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance the contractor shall commence work NLT five (5) days after notice to proceed and work diligently to complete the entire work ready for use by 12 working days after contract award. 3. SCOPE OF WORK: Provide all labor and materials necessary to remove and install new heating boiler. 1. Remove and dispose of existing New York boiler. 2. Remove and dispose of existing make up water piping and valves to boiler. 3. Install new boiler as per Part 2 of Products 4. Upon completion of work all waste material will be disposed of by contractor. 5. One year warranty on labor and parts 6. Testing after installation: Contractor shall show by demonstration in service that all systems are fully operational and properly performing their intended function. 7. Provide two (2) complete bound sets of operating and maintenance instructions and warranty information. Provide two (2) hours of operational training. 8. All work shall be accomplished in accordance with the following codes and standards listed in Part 1 of technical references. 9. SITE VISIT: All bidders are strongly encouraged to visit the site to field verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with MK1 Liam Walmsey (910) 256.2615. 5. DESIGNATED CONTRACTING OFFICER’S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer’s QAE representative and Point of Contact for this project is Liam Walmsey (910) 256.2615. Inquiries concerning any phase of the specification before or after award shall be made to Liam Walmsey. 6. CONDITIONS AFFECTING THE WORK: The Offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. Any asbestos or contaminants found on boiler job site shall be the contractor’s sole responsibility to fully contain, control, clean, collect and dispose of in a lawful manner and comply with all EPA, OSHA, State and Federal regulations. The government has no knowledge of asbestos existing at the site but advises offers to take note of the possibility of asbestos being present. 7. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer’s QAE representative of his intended start date. The work shall be done in accordance with the specification. 8. ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 9. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer. 10. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws. 11. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner. 12. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the station’s regular hours, he may submit his request in writing to the Contracting Officer’s QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress. 13. UPON COMPLETION OF WORK: Contact the Contracting Officer QAE Representative to arrange for inspection/acceptance of work. 14. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the QAE Representative five (5) days prior to commencing work. The employee list shall contain the employee’s full name, date and place of birth, current address and last four (4) of SSN. The employeer shall contact MK1 Walmsey prior to arriving and check in with watch deck upon arrival. Each contractor provided vehicle or towed trailer shall show the contractor’s name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair. 15. SAFETY REQUIREMENTS: The contractor shall conform to all state and local safety requirements and those of Coast Guard Station Wrightsville Beach. The contractor and his employees shall become familiar with and obey all base regulations including fire, traffic, and security regulations. There will be no smoking in Coast Guard Buildings. No underage visitors authorized onsite. Employees and suppliers only, no dependants, minors or anyone else not directly associated with the ongoing work. No pets or animals of any kind allowed on worksite. The exception being service animals for the visually or hearing impaired. Documentation will be required for the animal to remain on site. Company’s quotes should include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price, availability and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; (12) Company Tax Information Number and DUNS Number.
