Description
Aleda E. Lutz VA Medical Center1500 Weiss Street Saginaw, MI 48602 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 USC 253(C)(1) under FAR 6.302-1 (a) (2). Justification 1.Identification of Agency and Contracting Activity Aleda E. Lutz VA Medical Center 1500 Weiss Street Saginaw, MI 48602 2.Nature/Description of Action This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part FAR 6.302-1 (a) (2) (ii) (A). 3.Description of Supplies/Services The procurement involves providing maintenance for the existing Toshiba CT scanner located at the Saginaw VA Medical Center. This will be a service contract from June 2009 through September 30, 2009. The cost of the service for the base period is $9,553.46 per month. The total is $38,214.84. 4.Demonstration of Contractors Unique Qualifications The existing Toshiba proprietary components require only a Toshiba trained and certified technicians to make certain maintenance and repairs of the major components in the system as needed for this procurement. This is not a service that another vendor could supply because they would not be Toshiba certified as required. 5.Description of Efforts Made to Ensure a Variety of Potential Sources There are no other potential sources able to provide this service other than Toshiba. 6.Determination of Fair and Reasonable Cost Due to the proprietary nature of this procurement cost are monopolized. 7.Description of Market Survey Market research was conducted to determine if there were GSA, NAC or DOD contracts for Toshiba. There are no current federal Toshiba Contracts for Delegation of Authority. 8.Any Other Supporting Data See requesting services Justification. 9.Listing of Interested Sources No other sources expressed, in writing, an interest in providing quoted prices for this procurement. 10.Actions That May be Taken to Overcome Barriers to Competition Should a requisition of this nature recur the market will again be surveyed to locate possible new vendors and federal contracts. 11.Contracting Officers Certification The Contracting Officer has determined the price to be fair and reasonable and certifies that the justification is accurate and complete to the best of the Contracting Officer's knowledge and belief.
