Description
NASA/GRC plans to issue a Request for Proposal (RFP)] for a S-Band Telemetry Systemto downlink acquired data (simplex only) for the Development Flight InstrumentationSystem (DFI) that is planned to fly on the Upper Stage of NASAs Ares I Crew LaunchVehicle (CLV).The S-Band Telemetry System will consist of a transmitter, two lowprofile antennas (one each to be mounted at 180 degree diversity points on the externalAres I CLV Instrument Unit) connected by properly matched associated radio frequencycoaxial connecting cables. The operational transmit center frequency of the S-BandTelemetry System will be 2370.5 MHz. The operational transmit power level output at theantennas is expected to be 50-60 Watts (split evenly between the two antennas).The anticipated type of procurement action is to obtain a completely integrated S-BandTelemetry System using commercially available or slightly modified components that areconfigured to meet NASAs specific function. Very comprehensive information about theS-Band Telemetry System operation, storage, and transport environmental requirements, aswell as test and verification parameters in the form of attachments containing astatement of work (SOW) and component end item (CEI) specifications will be posted withthe request for proposal (RFP). The selected contractor will be expected to integrate,test, and deliver the entire integrated system (transmitter, antennas and connectingcables), or subcontract the necessary components. A final delivery of individualtelemetry system sub-components is unacceptable. An engineering development unit is anticipated. Some S-Band Telemetry System units willalso need to undergo spaceflight qualification (i.e. environmental) testing prior todelivery. Flight units will also need to undergo acceptance testing (3 line itemdeliverables: engineering development units, qualified units that are acceptance testedprior to flight, and spaceflight units that are fully qualified. A fourth line item fortechnical support by the contractor is also anticipated. An indefinite deliveryindefinite quantity type contract is anticipated with minimum and maximum number ofS-Band Telemetry Systems over a five year period to be specified. The contractor isexpected to be able to either perform the environmental and space flight qualificationtesting per the specifications, or subcontract for it.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 334220 and 500 employees.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about June 30, 2009 with an anticipatedoffer due date of on or about July 31, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
