Description
This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposal, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of 8a Small Business firms, HUBZone Small Business firms and Service-Disabled Veteran-Owned Small Business firms; (2) whether they are 8a Small Businesses, HUBZONE Small Businesses, or Service-Disabled Veteran-Owned Small Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8a Small Business, HUBZONE Small Business, or Service-Disabled Veteran-Owned Small Business should not submit a response to this notice. BACKGROUND: The Office of Research Integrity (ORI) promotes integrity in biomedical and behavioral research supported by the U.S. Public Health Service (PHS) at about 4,000 institutions worldwide. ORI monitors institutional investigations of research misconduct and facilitates the responsible conduct of research (RCR) through educational, preventive, and regulatory activities. In accordance with its directive to foster integrity in PHS funded research, the Office of Research Integrity (ORI) is continuing the Research Integrity & Education Program and Assurance Program. The importance of instruction in the responsible conduct of research (RCR) was first formally recognized in an Institute of Medicine Report in 1989 and quickly translated into policy through an NIH/ADAMHA Training Grant Requirement. Since that time, research institutions have adopted a wide range of approaches to RCR instruction, from campus information campaigns to seminars, lectures, courses, and, most recently, web- based programs. While it is understood that research institutions have a responsibility to assure that their researchers are provided appropriate instruction in RCR, experimenting with innovative approaches assessing the efficacy of different ways of offering instruction adds burdens to institutes at a time when research dollars are stretched. ORI’s Research Integrity and Education Program is designed to relieve some of these burdens by providing continuing funds to foster national efforts to develop effective curriculum modules, resources, and assessment tools that can be used by a broad number of institutes. In FY08, ORI engaged the creation of a Virtual Experience Immersive Learning Simulation (VEILSTM) focusing on research misconduct. The final product will be a computer-based program in which users view video snippets and make decisions for characters in the video. Based on the decision-making of the user, the video will proceed to a corresponding storyline. Four “playable” characters will be available in the end-product; a graduate student, a post-doc, a principal investigator, and a research integrity officer. An ORI contractor is currently completing the research and development of the script for the VEILS on research misconduct. PURPOSE AND PROJECT REQUIREMENTS: The purpose of the contract will be to provide services that will take the completed VEILS script to production. The services include: Script Review; Talent Audition; Rehearsal; Identifying Film Settings; Performing all video capturing for the final product; Voice-Over Recording; Video Editing; Collate video, voiceover, text screens and additional elements into a four playable-character interactive movie contextual adventure; Integrate the video into VEILS which is patented by WILL Interactive, Inc.; Create a DVD-version of the VEILS; Beta test the prototype with ORI-assigned subject matter experts; Debug and revise the product based on subject matter expert review; Provide a web-based version of VEILS that is compatible with the ORI server for web distribution; Create 7,000 DVD copies of the VEILS; and mail approximately 6,000 DVD copies to research institutes. DELIVERABLES: Deliverables that will be required during contract performance: (1) Detailed project plan based on the kickoff meeting as well as a kickoff meeting report; (2) Weekly email reports; (3) Profiles of potential talent for casting; (4) Final list of talent; (5) Alpha Version Prototype; (6) Beta Version Prototype; (7) Final Version; (8) Seven Thousand (7,000) VEILS DVDs; and (9) Final Report. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is twelve months from date of award. The anticipated start date is September 30, 2009. CAPABILITY STATEMENT/INFORMATION SOUGHT: In responding to this sources sought notice, 8a Small Businesses, HUBZONE Small Businesses, and Service-Disabled Veteran-Owned Small Businesses must: 1. Demonstrate a history with implementing the Virtual Experience Immersive Learning Simulation (VEILSTM) by providing at least one example of project based on VEILS. 2. Demonstrate experience with video production by providing a list of videos your company has produced, such as DVDs, flash movies, or other video media. INFORMATION SUBMISSION INSTRUCTIONS: Capability statements shall demonstrate items 1 and 2 listed above. Interested organizations shall submit their capability statement electronically to cari.fraser@psc.hhs.gov. The subject header of the e-mail shall include the reference number of this Sources Sought Notice. The capability statement shall not exceed 10 pages. A submission in response to this notice must be received by 2:00 p.m. eastern standard time on June 22, 2009. Capability statements received after the date and time for receipt of a submission in response to this notice shall be considered late and may not be reviewed. Any questions must be submitted electronically to the e-mail address listed. Capability statements shall include the following information: company name, address, point of contact, phone/fax/e-mail, and business size and status (e.g. 8(a), Service-Disabled Veteran-Owned, and HUBZone small business). This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualification to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in the Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
