Description
The contract anticipated by this advertisement consists of an FY09 Base Realignment and Closure (BRAC) Army Reserve (AR) project for design and construction. General description of the project and the work: 1) The AFRC will include three buildings: A) an Armed Forces Reserve Center of approximately 79,000 SF; B) a vehicle maintenance shop of approximately 9,600 SF; C) a Storage Building of approximately 26,700 SF (3300 SF unheated). The AFRC building provides administrative and training space; the maintenance building is used for vehicle maintenance and training; and the Storage Building provides bulk storage space for the tenants equipment. All buildings will be permanent construction; the solicitation will allow for a range of possible structural, wall and roof systems. Sitework will include demolition, roadways, parking, walks, exterior lighting, fencing, site improvements, grading, landscaping, and extension of utilities to serve the project. Demolition work at the site includes, but is not limited to, possible removal of streets and parking areas, clearing and grubbing, and possible removal of existing utility lines and manholes. Design will include design of furniture to be furnished and installed by the Government. The following options may be included: Option 1 - Organizational Maintenance Shop, Option 2 Heated Storage Building, Option 3 OMAR Equipment Items, Option 4 - Landscaping, and Option 5 Loading Ramp. This solicitation is a Request for Proposal (RFP). This solicitation is a single phase procurement following the Best Value Tradeoff solicitation process. This process requires potential offerors to submit their performance, capability information, and technical information to be reviewed, evaluated, and rated by the Government. All offerors are invited to a preproposal conference in the Vancouver vicinity tentatively scheduled for July 2009. A construction cost limitation will be provided in the solicitation. The estimated cost range for this project is $25M to $100M. The proposal process for this single-phase procurement consists of the following: Experience; Past Performance; Technical Information and Management Plan. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will provide site plans, floor plans, and furniture plans of all buildings; the complete Statement of Work, and technical outline specifications. Furniture will be purchased by other contract. NAICS code is 236220. Size standard is $33.5M. Contract duration period is 600 calendar days. The approximate issue date is 1 July 2009 and approximate closing date is 6 Aug 2009, at 2:00 P.M. Eastern Time.
