Solicitation Number: W912ER-09-R-0067 Issue Date: July 01, 2009 Response Date: Aug 03, 2009 Set-Aside: N/A Contracting Office Address: US Army Corps of Engineers Transatlantic Programs Center, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Programs Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of the design/build construction is between $10,000,000.00 and $15,000,000.00. PROJECT SCOPE: This work will consist of the design and construction of petroleum / oil / lubricant (POL) tanks to include secondary containment, civil, electrical, and mechanical. Supporting work will include removal of existing fuel bladders and construction of infrastructure, and site preparation. DoD force protection standards will be met. This project includes all work as necessary to provide a complete and useable POL storage facility. The location of this project is Camp Adder, Iraq. CONTRACT PROCEDURES: Both a price and a non-pricing (technical) proposal will be required. Pricing and non-pricing (technical) considerations will have approximately equal weight with one another in the selection process. Price will be evaluated on the basis of the completeness and reasonableness of the prices proposed. Completeness of proposed prices will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained in the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. The non-pricing evaluation factors to be rated are: Management and Technical, Experience and Past Performance. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of RFP is 01 July, 2009. Tentative date for receipt of proposals is 03 Aug 2009. Tentative contract award date is 28 September 2009. Contract award will be made on a best value basis with a firm fixed-price contract. Anticipated contract duration is 270 calendar days.
