Description
The U.S. Army Medical Research Acquisition Activity proposes to award a modification to Contract No. W81XWH-06-C-0414 with Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HMJF), located at 1401 Rockville Pike, Suite 600, Rockvile, MD, 20852, on a sole source basis in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The modification will be for a period of six months to establish a bridge between Contract No. W81XWH-06-C-0414 and the follow on contract to be awarded under full and open competition. The modification to the contract is for the continuation of on-site (Kenya, Uganda, and Cameroon) analytic and management support specific to the requirements of the DoD-GEIS and the U.S. Army Medical Surveillance Activity (AMSA) for the management and execution of the specified DoD Pandemic Influenza Preparedness and Response Tasks outlined in the DoD Pandemic Implementation Plan. Competing this requirement and awarding to any other source would result in substantial delays and disruption of these services already in place and would also increase the overall cost to the Government. The Government believes that HMJF is the only contractor with the expertise to support the Department of Defense Global Emerging Infections Systems (DOD-GEIS) mission to guide our preparedness and response to an influenza pandemic with the intent of (1) stopping, slowing, or otherwise limiting the spread of a pandemic to the United States; (2) limiting the domestic spread of a pandemic, and mitigating disease, suffering and death; and (3) sustaining infrastructure and mitigating impact to the economy and functioning of society. HMJF offers the unique capabilities to manage and provide oversight of the implementation of a program for a comprehensive DOD avian/pandemic influenza surveillance for pandemic influenza by offering the following to the Government: 1) HMJF maintains a leasing department that can procure needed space, conduct renovations, and outfit facilities to support a 24/7 operations center for avian influenza on a short term basis without encumbering the government to a long term venture which is consistent with the militarys leadership guidance; 2) HMJFs non-profit status serves as a cost saving measure to provide the support infrastructure to effectively manage a comprehensive worldwide surveillance program; 3) HMJF provides the administrative core staff for the management and oversight of the AI/PI program; 4) HMJF has established a communications center for coordinating the global surveillance and research efforts related to avian influenza/pandemic influenza (AI/PI); 5) HMJF provides surveillance capabilities for domestic and international monitoring, including efforts using the Global Emerging Infections System (GEIS). Such efforts are integrated with other ongoing surveillance systems along with the integration of pandemic and response planning in the Department of Defense with the planning of other Federal departments, including the Department of Health and Human Services, the Department of Homeland Security, the Department of Veterans Affairs, the Department of State, and USAID; collaborating (as appropriate) with international entities engaged in pandemic preparedness and response. Additionally, HMJF has demonstrated a capability for acceleration of medical research and development related to pandemic influenza. This notice is not a request for a competitive quote. Parties purporting to have the requisite credentials to perform these services must furnish in writing, factual information which clearly supports and demonstrates evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received within at least fifteen (15) days after the publication of this response, a modification to Contract No. W81XWH-06-C-0414 will be awarded without further notice.
