Description
The Department of Veterans Affairs, VA Medical Center, Seattle, WA intends to negotiate a commercial (FAR Part 12) Sole Source contract under the authority of FAR 6.302-1. The VA intends to award a Residential Support Services Contract to Catholic Community Services, Seattle WA. Catholic Community Services is a women only facility and will provide recovery support and housing for two Female Veterans at their Katherines House location. The essential services provided are: * Supports an alcohol and drug-free lifestyle by maintaining a strict drug and alcohol free environment. * Immediate access to bus route for transportation to and from the VA Puget Sound Healthcare System (VAPSHCS) Seattle WA. * Services to beneficiaries specifically authorized by VAPSHCS. * VA approved facility. * Rooms with closet, bed, dresser and toilet. * Community kitchen area where food can be stored and meals prepared. * Shared bath with shower area and shared laundry facility. * Assistance in learning, testing and internalizing knowledge of the recovery process from homelessness. * Individual professional life skills counseling, to include self care skills, adaptive coping skills and independent living skills. * Individual case management, including development of a case plan and assistance and guidance in reaching identified goals. * Access to telephone and computer for communication purposes and job searching. * Access to Residential Program Staff, 24/7 (on the premises or on call) who can handle administrative duties and emergencies. * Established system for the Department of Veterans Affairs to conduct utilization review audits for the purpose of verifying the quality of patient care rendered to veterans; assures the confidentiality of patient record information and to determine the completeness and accuracy of financial records. The proposed contractor, Catholic Community Services-Katherines House is the only source capable of meeting the residential support and services requirements for our Female Veterans. A justification for other than full and open competition is prepared in support of this acquisition. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable NAICS code is 624190.
