Description
The U.S. Department of Labor is seeking qualified contractors that can provide comprehensive support for the national Rapid Response initiative. The activities of this intiative are being undertaken by the Employment and Training Administration’s (ETA) Office of National Response (ONR), Division of Worker Dislocation and Special Response (DWDSR). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. ONR provides resources for reemployment services, including retraining, to workers affected by layoffs and plant closures. ONR also supports the public workforce system by developing training, policy guidance and technical assistance to enable high quality services to dislocated workers. An important component of ONR’s work is in developing policy and technical assistance for the public workforce system’s Rapid Response function, responding to layoffs and plant closures and providing critical services to dislocated workers and employers. The Rapid Response Initiative Contract supports ONR’s efforts to provide this technical assistance, training, communication, and policy support for Rapid Response. The contractor will be responsible for providing a range of critical expertise on Rapid Response, and for supporting the improvements in the public workforce system’s capacity to provide quality services. Activities to be undertaken will include, but will not be limited to, technical writing, support and participation on a national workgroup on Rapid Response, development of training courses and materials (online and in person training), logistical support, conference and meeting planning, finding and procuring technical experts where necessary, developing and supporting an online community of practice, creation of communications vehicles and messaging on Rapid Response, and other support as necessary. Other activities may include data gathering and analysis, program evaluation, gathering promising practices, and other research and evaluation efforts. Activities undertaken as part of this contract include, but are not limited to, developing evaluation design reports, conducting data collection activities, analyzing data, developing reports, convening meetings, and providing briefings to executive-level federal staff. The contractor will be tasked with developing and implementing an appropriate, rigorous, and feasible evaluation design based on the type of initiative that will be evaluated, and preparing reports based on the data analysis. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with: (1)Designing training and technical assistance tools for the public workforce system experts engaged in layoff and plant closure response; (2)Designing communication efforts designed to promote the benefits of Rapid Response to employers, workers, and communities; (3)Creating, in coordination with national experts on Rapid Response, resources and tools needed to improve the Rapid Response service delivery across the country; (4)Managing (includes all logistical support, technical support, and provision of necessary resources) a workgroup made up of experts from federal, state, and local government and understanding the dynamics of collaborative development of tools and resources for Rapid Response; (5)Planning and managing a major national conference of over 500 attendees, including all pre-conference work and post-conference wrap-up and evaluation; (6)Gathering promising practices through interviews and site visits with experts in Rapid Response; (7)Understanding the impacts of layoffs and plant closures on workers, companies, and communities, and understanding the programs and services available to respond and provide services and solutions to these impacts; (8)Developing policy and other documents to support the function of Rapid Response; (9)Identifying and procuring services from subject matter experts as necessary to meet the needs of the project All interested parties are invited to submit a capabilities statement, to Ms. Jillian Matz, Contracting Officer, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
