- Background: NHTSA is representing the U.S. Government in negotiating Global Technical Regulations (GTRs) on Passenger Vehicle Brake Systems, Tires, Glazing, Child Restraints, Child Restraint Anchorage Systems, Alternative Fuel Systems, and Electronic Stability Control. NHTSA has had many final rulings for FMVSS in the past translated, including ESC and Fuel Integrity. This is an ongoing process in which current and future FMVSS become potential candidates for future Global Technical Regulations (GTRs). During this process, NHTSA will need to translate several documents including FMVSS, GTRs, and supplementary document related to them, into various languages including but not limited to Arabic, Chinese, French, Spanish, Russian, and Hindi. They will then be submitted to the United Nations Compendium of Candidate of Global Technical Regulations and will fulfill the U.S.’s obligations in developing GTRs. Objective: This purpose of this contract is to translate several Federal Motor Vehicle Safety Standard’s (FMVSS), Global Technical Regulations (GTRs), and other related documents, into several languages including Arabic, Chinese, French, Spanish, Russian, and Hindi. These documents are very technical in nature and use a great deal of engineering terminology. General Requirements: The scope of work is to translate several Federal Motor Vehicle Safety Standards (FMVSS), Global Technical Regulations (GTRs), and other related documents, into several languages including Arabic, Chinese, French, Spanish, Russian, and Hindi. There may also be relevant supplemental documents that would need to be translated, but should be consistent in terms of technical language to the FMVSS and GTRs. Specific Requirements: It is critical that the translations be accurate and free of any grammatical mistakes; as misuse of words can cause a loss of meaning when translating documents of a technical nature such as the Federal Motor Vehicle Safety Standards into other languages. These documents will be used to create legislation in the various countries; therefore they must be as accurate as possible. The turn around time would need to be between 1 and 4 weeks. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
