- NOTICE OF INTENT TO SOLE SOURCE: The Center for Disease Control and Prevention (CDC), Coordinating Center for Infectious Diseases (CCID), National Center for HIV/AIDS, Viral Hepatitis, STD and TB (NCHHSTP), Division of HIV/AIDS Prevention (DHAP), Program Evaluation Branch (PEB), is contemplating the award of a contract on a sole source basis to the University of California at San Francisco (UCSF), Center for AIDS Prevention Studies (CAPS), in accordance with FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source. The basis for this contemplation is that only one responsible source and no other services will satisfy agency requirements. CDC Program Announcement (PA)09-947 will fund several community based organizations (CBOs) to continue to implement and adapt the community level HIV prevention intervention "Mpowerment." The Mpowerment intervention was developed by CAPS to be delivered as a community-level intervention. The purpose of this contract is to procure the services and technical expertise from the only qualified contractor who will partner with CDC to implement a feasibility assessment of the outcome monitoring of Mpowerment; and to assist in summarizing and reporting the findings of these outcome monitoring activities, to both CBOs and the CDC. The Mpowerment intervention materials are proprietary data (Copyright©2002 Center for AIDS Prevention Studies, updated 8/06); therefore, UCSF CAPS is the only resource that has this unique program. The anticipated performance period is for 36 months. It is believed that UCSF CAPS possesses the capability and is uniquely qualified to perform this requirement as stated above. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. All responses should be received by June 30, 2009 at 10 AM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to bbv9@cdc.gov or fax to 770-488-2868. No telephone calls will be accepted.
