- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912CN09R0060. This synopsis is for commercial advisory and assistance services under NAICS Code 561210 small business size standard being under $35M. The Service Provider (SP) shall provide baseline services and support for the Mobilization Support Battalion (MSB) and provide support to the Mobilization and Demobilization operations on the Island of Oahu. This service includes providing re-occurring baseline services and support primarily in the S1, S3 and S4 functional areas to the MSB along with mobilization and demobilization services and support also in the S1, S3 and S4 areas for company size units. Work will be performed in the following functional areas: Plans & Operation, Mobilization Operation, Liaison Support, Human Resources & Administrative, Medical record administration, Arms Room Operations, Ammunition Management, Transportation, Maintenance, Billeting Operations, and Staff Duty Operations. The SP shall be prepared to mobilize and demobilize approximately 500 soldiers per year and provide a surge capability for an additional (approximately) 500 soldiers per year. These numbers are estimates and may vary by a plus or minus of 20%. Surge requirements support larger units or combinations of units. The SP will normally be notified 30-45 days prior to known surge requirements. SP personnel shall work primarily at installations on the Island of Oahu (such as Schofield Barracks, Tripler Army Medical Center (TAMC), Wheeler Army Airfield, and Hickam Air Force Base). The SP shall be prepared to react and accomplish additional requirements based on changes or additions to directives, regulations, or policy, and at locations other than the Island of Oahu. This service is not being performed now and there is no incumbent. Workload data will be provided in the solicitation. The solicitation will be issued on or about 25 Jun 09 using FAR Part 12 and 15, and the resulting contract will be a Firm-Fixed Price type contract. Proposals will be due on or about 8 Jul 09. It is anticipated the contract will be for a base and four option years. Travel is not anticipated but will be in compliance with the Joint Travel Regulation (JTR). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may award a contact on the basic of initial offers received, without discussions or negotiations. Therefore, each initial offer should contain the offerors best terms from a price and technical standpoint. Do not assume any offeror will be afforded the opportunity to clarify, discuss, or revise your proposal.
