- The Government intends that any resulting procurement action will be funded in part under the authority of, and in accordance with the requirements of, the American Recovery and Reinvestment Act of 2009 (ARRA). AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. NOAA's Office of Marine and Aviation Operations (OMAO) has a requirement for Major Repair Period (MRP) overhaul repairs to the NOAA Ship RAINIER. The contractor shall provide all facilities, supervision, material, and labor necessary to perform modifications, repairs, and preservation to the NOAA Ship RAINIER. All work shall be accomplished at the contractor's facility. The Government anticipates that the ship will become available mid-October 2009. The specific period of performance period will be announced at the time of the issuance of the solicitation. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. General Vessel specifications: Length (LOA): 70.4 m (231 ft.); Breadth (moulded): 12.8 m (42 ft.); Draft, Maximum: 4.4 m (14.3 ft.); Hull: Welded steel/ice strengthened; Displacement: 1,800 tons; Gross Tonnage: 1,591; Net Tonnage: 578. The vessel will be available for pre-proposal inspection and specific availability is outlined within the solicitation. A pre-proposal inspection can be arranged by contacting the Contract Specialist at the e-mail address provided below. All responsible and fully responsive sources may submit an offer which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price contract. Solicitation documents will be made available for download on or about July 1, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the IFB becomes available for download as well as all postings of information associated with this solicitation, thereafter.
