- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is a 100% set-aside for Small Business Concerns under NAICS Code 811310 with a size standard of $7 million dollars. The USACE, Engineer Research & Development Center, GSL-Concrete and Materials Branch have a need for the following: Line item 0001: Repair of a 1980 Caterpillar (electric) Forklift including parts, labor, pick up and delivery, Quantity 1, Unit: Lump Sum, Unit Price______, Total Amount_________ Not to Exceed (NTE) cost constraint. Selected contractor shall have 30 days to pick up the forklift, perform all needed repair, and return the forklift to USACE-ERDC, 3909 Halls Ferry Road, Vicksburg, MS 39180. Forklift Specifications and Suspected Problems: -1980 Caterpillar (electric), Model M50B. The serial number is 35Y00855. It has 3,774 hours showing on the meter and has a 36 volt battery that operates the unit. -Forklift brakes: When pressure is applied to the brake pedal there is no resistance through the entire stroke of the pedal. Forklift does not stop when pedal is engaged. Probable cause could be master cylinder malfunction. Also, when the emergency lever is pulled back to engage the brake little is done in the way of stopping or parking of the forklift. -Forklift mast controls: When operating the levers that raise and lower the forks the reaction time is very slow. When operating any of the other levers such as, booming the forks front and back, adjusting the forks right or left, squeezing and separating the forks, the mast must be energized and in the process of travelling upwards. When there is a load placed upon the forks the above listed actions cease to operate at all. Probable cause may be the valve body located under the control levers is not allowing the proper amount of hydraulic fluid flow needed to activate the control lever selected or one of the hydraulic pumps may need repair or replacement. Since the above listed forklift is run electrically, the problem may lie in the electrical system in the back compartment. -Forklift operators seat: The seat where the forklift operator maintains control of the equipment has been broke in half, as well as the stitching is coming undone allowing the upholstery to tear and the contents and padding to fall out. The adjustment for the seat that allows the seat to move forward and backward is also malfunctioning. -Routine forklift maintenance: The maintenance on the above listed forklift is overdue. All the hydraulic oil and hydraulic filters need replaced. All components that require grease needs to be serviced as well as in other fluid leaks that might be accruing. Vendors: -On site visits (not required) will be on 24 June 2009, from 0900 to 1100, for vendors to diagnose problems in order to provide a quote for the repair. All on site workers must be U.S. Citizens and Contractors shall provide names and social security numbers of workers prior to arrival on the job site. Period of Performance shall be 30 days from date of award. Discussions and questions are not allowed during the on site visit. Any questions shall be emailed to matthew.f.bell@usace.army.mil. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable. FAR Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors must include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
