- The Federal Aviation Administration (FAA) has a requirement for national maintenance services and logistics support of the Integrated Communications Switching Systems (ICSS), Rapid Deployment Voice Switching Systems (RDVS), Enhanced Terminal Voice Switch (ETVS), Small Tower Voice Switch (STVS), the Digital Voice Recording System (DVRS) and associated Administrative Telephone Systems (ATS). The full scope of the maintenance contract include requirements for logistics and component repair service; provisions for consumable items and materials; exchange and repair services; test bed systems; maintenance engineering services; system moves/changes/and relocation tasks; system position expansion tasks; and system functional enhancement tasks. The ICSS and RDVS, initially manufactured by Litton-Amecom, Inc., and Denro, Inc., provide voice communications switching in Air Traffic Control Facilities and Automated Flight Service Station facilities. These systems also provide voice communications among flight service specialists, air traffic controllers and aircraft. Further clarifications of these services are detailed in the attached Statement of Work (SOW). Both original equipment manufacturers (OEMs) of this equipment, Litton-Amecom and Denro Systems, are now subsidiaries of Northrop Grumman. As the successor OEM, Northrop Grumman maintains proprietary rights to hardware/software design, firmware and drawings required to properly fulfill this requirement. Potential sources must provide documentation to the FAA showing that their company is capable of providing maintenance services for these Northrop Grumman proprietary systems. The current maintenance contract ends March 26, 2010. The period of performance for the new contract contemplated in this market survey will be March 27, 2010 through March 26, 2011 with four (4) additional one year options. The total potential value of this award (to include all option years) is approximately $30,000,000.00 This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code for this requirement is 811213 Communication Equipment Repair and Maintenance with a small business size standard of $7 Million average annual receipts. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these items. The FAA will not be liable for any costs associated with the preparation of responses to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. The interested vendor's response must be submitted no later than 2:00 P.M. local time on July 16, 2009. All responses to this Market Survey must be in writing, on company letterhead, and must demonstrate that the company can meet the requirements provided above. Limit responses to no more than 10 pages and include a completed Business Declaration Form (Attached). The Business Declaration Form does not count in the page count. Submit any questions by email.
