- This is a request for market research only. The government does not intend to award a contract as a result of this announcement. The U.S. Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) has as one of its responsibilities the provision of a wide array of support to criminal justice sector development programs worldwide. Program countries/areas include Iraq, Afghanistan, Sudan, Liberia, Lebanon, Haiti, the West Bank, and Kosovo. INL currently has three indefinite delivery indefinite quantity (IDIQ) CIVPOL contracts under which task orders are competed for individual programs as requirements are identified. The contracts provide criminal justice advisors, security personnel, life support, office and living facilities, vehicles, and associated equipment and supplies. The current contracts expire soon and INL intends to award up to five successor IDIQ contracts titled Criminal Justice Program Support (CJPS) that are of much the same nature in order to continue to provide this support. It is expected that criminal justice support programs in Iraq and Afghanistan will be provided under other, separately awarded contracts. It is possible that support to relatively small programs in those countries could be provided under the CJPS contracts. This Request for Information (RFI) describes the Government’s approach for a follow-on acquisition, CJPS, which builds on the CIVPOL program and expands the opportunities for wider industry participation. The Government also expresses its interest in the participation in the solicitation process, either directly or as subcontractors, of smaller organizations with specialized capabilities and experience in various criminal justice disciplines. The purpose of this RFI is twofold: •Provide information to industry explaining the Government’s CJPS acquisition approach. •Solicit comments from industry which address: •Acquisition approach •Extent to which industry can meet the Government’s requirements. •Contracting approach •Staffing •Field support •Pricing structure •Program management •Transition requirements Where responders differ with the Government’s current approach as presented in this RFI, we specifically request suggested alternatives that would be equally effective in meeting the Government’s objectives. This RFI is being issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this RFI. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. Respondents are encouraged to be as specific as possible in addressing any and all sections of the RFI and to provide suggestions for alternative approaches and solutions. Feedback of a general or non-specific nature is less useful and will have limited utility in refining the acquisition strategy and impacting the content of the RFP. Interested parties may respond to this RFI in accordance with the instructions provided in Table 6-1 of the attachment.
