- QUESTIONS AND ANSWERS (16 JUNE 2009) Question 1: Is a specification sheet required for each CLIN to be responsive? Answer 1: Yes, it is recommended that each specification be addressed in order to be considered technically acceptable. Question 2: Is the award structured as all or none? Will there be split awards? Answer 2: There will be no split awards - the award is all or none. Question 3: How will the Government be paying out the contract if awarded? Would it be Government credit card, check, etc? Answer: The contractor who is awarded will submit an invoice to the Government as well as DFAS. DFAS will then pay the contractor. You may visit www.dfas.mil for more information on how payment is received. Question 4: The 1.5TB Firewire HD with the following specifications is no longer available. Is it acceptable to include the 2TB Firewire with the specifications that are needed? Answer 4: There is no way for us to substantiate the claim that this size (1.5TB) is no longer being offered. Substitution is not acceptable if the size is commercially available. Question 5: Attachment 1 (Technical Specs) lists a term MFBF. Is this supposed to be MTBF (Mean Time Between Failure)? Answer 5: Yes, it should read MTBF (Mean Time Between Failure). MTBF = more than 500,000 power-on hours. This is the spec that OWC states it's Mercury Elite Al-Pro will perform. We are looking for the same performance. A common misconception about the MTBF is that it specifies the time (on average) when the probability of failure equals the probability of not having a failure (i.e. a reliability of 50%). This is only true for certain symmetric distributions. In many cases, such as the (non-symmetric) exponential distribution, this is not the case. In particular, for an exponential failure distribution, the probability that an item will fail at or before the MTBF is approximately 0.63 (i.e. the reliability at the MTBF is 37%). For typical distributions with some variance, MTBF only represents a top-level aggregate statistic, and thus is not suitable for predicting specific time to failure, the uncertainty arising from the variability in the time-to-failure distribution. Question 6: What is the warranty requested? Answer 6: A two (2) year standard warranty is acceptable. Question 7: If drives require replacement, but contain sensitive data, what is the process to be used? Answer 7: A replacement is expected when a drive fails to operate out of the box. If data is written to the drive and failure occurs, a replacement is not required or expected. _____________________________________________________________________ QUESTIONS AND ANSWERS (15 JUNE 2009) Question 1: Would it be acceptable to submit specifications for "up to" 32 Megabytes of the data buffer? Answer 1: "Up to" is acceptable where the 32 megabytes data buffer does not exists (which will probably occur int he 320GB and 500GB sizes). The minimum data buffer size acceptable is 16 Megabytes in this case. Question 2: The bid requires a two year warranty on the enclosure (external part). Will NGA accept a 1 year warranty on the external drive and a 5 year warranty on the internal drive? Answer 2: As long as NGA's minimum requirements are met, there is a possibility of warranty flexibility. Question 3: Is the software to be installed on a PC by PC basis or is this a site license? Answer 3: Installation of the software is at the discretion of the end user and is on a case by case situation. A site license is not applicable in this situation. Question 4: Can substitutes be used for any of the 3 listed software packages? Answer 4: Substitution of the listed software is permitted with like software or different versions. The software is a minor requirement and the manufacturer's standard software included with the external hard drive will suffice in most cases. ____________________________________________________________________ QUESTIONS AND ANSWERS (11 JUNE 2009) Question 1: Are there any hard disk drive/manufacturers which are approved for the specifications as detailed in the RFQ? Answer 1: There is no specific brand name that is required. As long as all of the specificatons are met, it is considered technically acceptable. Question 2: Are the software specifications described in the solicitation required or is an equivalent acceptable? Answer 2: Equivalent software is acceptable as long as it is compatible with the hardware being submitted. Question 3: Under the standard mechanism, the Government mentioned equivalent. What is equivalent? Is it meet or exceed the performance and reliability? Answer 3: Equivalent is meeting established specification and/or exceeding performance and reliability. Question 4: We are assuming the drives that will be considered are new drives and not refurbished, is this correct? Answer 4: Yes, the drives must be new and not refurbished for this effort. Question 5: The data buffer specifications state 32 Megabytes. Is the Government considering 16 Megabytes? Answer 5: No. 32 Megabytes are needed for this requirement. __________________________________________________________ THE MAILSTOP HAS BEEN MODIFIED TO READ J-71. CHANGE PAGES ARE ATTACHED. (9 JUNE 2009) ____________________________________________________________________ QUESTIONS AND ANSWERS (9 JUNE 2009) Question 1: Will all (all 6 line items) be delivered to the same location at one time or over a certain time period? Answer 1: The delivery of 30/30 is required (first half of the quantities due 30 days after award with the remaining quantities are due 30 days after first delivery). Question 2: Is the size standard for small business less than 100 or less than 1000? Answer 2: According the the Small Business Administration, the size standards in number of employees for NAICS code 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers) is 100. Question 3: Is this a brand specific item? Answer 3: No, but the firewire external hard drive must meet the product specifications. ____________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation in which proposals are being requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-32. The National Geospatial-Intelligence Agency (NGA) has a requirement for Firewire external hard drives. This requirement is being set aside for small businesses and competed solely through the Government Point of Entry (www.fbo.gov). The specific requirement and associated contract clauses are included with this synopsis/solicitation and are viewable via attachment #1. Offerors must sign in to the FBO website to view the attachment. An MPIN may also be required. All vendors interested in submitting a quote for consideration should do so, prior to the soliciation closing date, in the form of an email to the point of contact(s) listed in this solicitation. All submissions should be in accordance with the stipulations set forth below: 1. This solicitation is a Request for Quotes and is set aside for small businesses. Quotes from Other than Small Business (OSB) shall not be considered. 2. Quotes shall be based upon open market pricing. 3. Award shall be made to the offeror that submits the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) quote. The technical requirements of the hardware are detailed in attachment #1. BIDDERS MUST ADDRESS EACH ITEM IN THEIR QUOTE TO BE CONSIDERED TECHNICALLY ACCEPTABLE. 4. Submissions should not contain attachments greater than 3MB in size. Such submissions may be excluded. 5. All items shall be delivered to the location referenced below within 30 days after receipt of order (ARO). 6. All questions should be in writing, directed to Contracts Specialist Megan Virtue at Megan.Virtue@nga.mil. All questions (and their answers) will be posted on the FBO website to provide equal access to information for all potential offerors. 7. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached).
