- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Dahlgren Division, Naval Surface Warfare Center (NSWCDD), has a requirement to procure fifteen (15) Notebook/Laptop Computers that meet the following specifications and requirements. NOTEBOOK/LAPTOPMINIMUM REQUIREMENTS HARDWARE1. Hard Drive (See Notes 1 and 2): Two removable, solid state hard drives of identical formatted capacity. Minimum formatted capacity of each drive shall be no less than 60 Gigabytes. "Removable" is defined as follows: Each drive media is capable of being installed and removed from the chassis via externally-accessible drive bays/slots without the use of tools.2. Dynamic Random Access Memory: 4 Gigabytes3. Processor(s): Genuine Intel4. CPU clock speed: 2.40 GHz 5. 10/100/1000 Ethernet Port: 1 each, RJ-45 type6. USB 2.0 Ports: Two each7. Display: 13 -to-14-inch Diagonal, Backlight LCD, True Color, minimum resolution 1024 x 768.8. Display Screen: Anti-glare.9. One Peripheral Bay supporting a Read/Write CDROM and Read-Only DVD (CDRW/DVD). The BIOS shall have the capability to configure this peripheral as the boot device on cold or warm boot.10. PC Chassis (Case): Impact-resistant, washable, color = Black. The case shall be made of Magnesium alloy or material of equivalent durability.11. The weight of the operational notebook PC shall not exceed 5 pounds. (Operational = peripherals and solid state hard disk installed.)12. Each unit shall have a built-in mouse pad and keyboard. NOTES:1. The "first" unit shall be delivered with and support at the same time, two solid state hard disks. All other units, whose basic notebook PC model shall be identical to the first, shall be delivered with one each solid state hard disk installed and is only required to operate with one solid state hard disk at a time. 2. All base units shall be of the same design. For example, all notebook PC models delivered shall be identical and capable of supporting two solid state hard disks at the same time if necessary. SOFTWARE1. BIOS: Shall support configuration and management of all hardware resources.2. Operating System (OS): Microsoft Windows XP Professional (Service Pack 3) installed. Microsoft Win_XP Pro (SP3) distribution media and License Key shall be included with each unit. Each unit's OS shall be registered with Microsoft prior to delivery and the OS administrator password established during OS installation shall be provided to the Government. No extra, third party OS modifications or add-ons shall be installed. OEM applications accompanying hardware resources necessary to operate installed peripherals in accordance with their capabilities are permitted (i.e. CDRW/DVD).3. A DVD (or CD) containing Diagnostic Software and Drivers for hardware resources shall be included with each unit delivered. PERFORMANCE1. Each unit (as delivered) shall boot (cold or warm) the OS from the solid state hard disk and be fully operational in no more than 30 seconds.2. Each unit shall be Energy Star 4.0 compliant and this feature shall be configurable via the BIOS. SUPPORT ITEMS1. Two-compartment carrying case w/carry handle and shoulder strap.2. Each unit (first unit as well as all others) shall be delivered with one spare, solid state hard disk of identical capacity, form, fit, and function as that installed in the delivered unit. WARRANTY1. 3-year warranty on all hardware. Note: In the event the notebook PC is returned for warranty repair, the solid state hard disk will be removed by the Government prior to return. AWARD CRITERIA1. Initial Technical Proposal Evaluation: The Government will perform a technical evaluation of all submitted proposals prior to award to initially verify compliance with the requirements herein. To support Government evaluation, each offeror shall provide the Government all necessary technical data, including visual images of hardware, that document the methods by which compliance with the requirements herein are met.All submitted proposals shall include proof of product compliance with Section 508 of the Rehabilitation Act of 1973. A softcopy of the 'Voluntary Product Accessibility Template' (VPAT) is preferred. Proposals that do not include Section 508 compliance documentation or do not comply with Section 508 requirements shall be judged technically unacceptable.2. Final Technical Evaluation: Offerors whose submitted proposals initially appear to satisfy the technical requirements will be asked to demonstrate their hardware at NSWC Dahlgren Division for the purpose of final verification that all technical requirements are met. The demonstration will be conducted on 07 July 2009 at 10am. (Location on Base TBD)3. Only proposals meeting the requirements herein shall be considered. Award shall be to the lowest price offeror meeting the technical requirements. NO REFURBISHED ITEMS ALLOWED Award is to be made under simplified acquisition procedures in accordance with FAR 13 as a Firm Fixed Price purchase order. The North American Industry Classification System (NAICS) Code is 334111 and the small business size standard is 1000 employees.
