Description: The US Army RDECOM CC, Natick Contracting Division, plans to negotiate and award a purchase order on a sole source basis, in accordance with FAR Part 13 to Bruel & Kjaer North America (B & K) for the upgrade of existing acoustical systems and purchase of additional new units in support of research being conducted at the Naval Medical Center's Spatial Orientation Center(SOC) in San Diego, CA. The proposed purchase order is needed to support the increased work load at SOC. It is critical that SOC continues to use B&K systems to maintain compatibility and consistency in measurements and calibration standards with the existing systems. If another source is utilized for purchasing these sound monitoring, calibration, and generating systems, the schedule and technical impacts to the research efforts would likely significantly delay the development of field and clinical therapies to protect against and reverse hearing loss in the warfighter.
