Description
A MARKET SURVEY is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construct an Armed Forces Reserve Center (ARFC). Primary facilities include an AFRC training building, Organizational Maintenance Shop (OMS), Area Maintenance Support Activity (AMSA), unheated storage building, and organizational parking. Square footages are as follows: Training Building: 66,742 SF Maintenance Building: 12,792 SF Unheated Storage: 1,070 SF (included as additional space in the Training Building) The training building will provide administrative, educational, assembly, library, learning center, weapons vault, weapons simulator, and physical fitness areas for the Army Reserve and Alabama Army National Guard. The maintenance shop will provide work bays and maintenance administrative support, including support for a 10-ton crain. The project will also provide adequate parking space for all military and privately-owned vehicles. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Force protection (physical security) measures have been incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air Conditioning (Estimated 115 Tons). NOTE: Land Acquisition is not part of this project. Contract duration is 540 days and estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before JUNE 19, 2009, 11:00 am, Eastern Time. Responses should include: (1) Identification and verification of the company to be certified by the Small Business Administration as a HUBZone, 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project.
