Description
Questionnaire that is required to be completed and submitted with the resume. Customs and Border Protection (CBP) operates numerous international training and assistance programs. These programs are located in various countries throughout the world and address an entire range of customs and border control operations. CBP intends to establish a register that will be used over an extended period to acquire the services of various Public Administration Advisors through personal services contracts under the Foreign Assistance Act. Advisors will serve as the on-site administrator of CBP programs with organization entities of foreign governments. To effectively implement these programs, there is a need for the employment and utilization of contractors on a long-term basis. Long-Term is defined as a singe assignment for up to 1 year in length. Personal Services Contractors (PSC) will be required to perform various tasks such as those associated with training, course development, assessments, utilizing specialized equipment, or to provide professional and technical assistance in specific topical areas. The program may require an individual country or regional advisor. The individual country advisor will work independently of a group in the country he/she may be assigned, and will be responsible for assisting the host county and may be required to coordinate with other advisors in the surrounding region. The regional advisor will be part of a regional advisory team that will be located in one of the countries in the region. This team will perform duties necessary as it relates to the program in the region, and will be responsible for assisting the host country as well as all other countries within the region. The regional advisory team members may be required to do expansive travel and temporary assignments to countries within the region. All positions require interaction with high-level government officials of the country receiving assistance and the United States Government. The advisors will assure that methods and procedures learned from related training and assistance program are implemented and institutionalized, and that equipment provided through this and related program is utilized to the best advantage. Additional duties included but will not be limited to the following: conducting assessments to include legal and management structures, and the current state of border procedures, facilities and equipment; developing and implementing action plans for each country within assigned region(s), describing objectives, implementation schedules, and deliverables; assisting with documentation and implementation of advanced operating procedures; encouraging and advising the establishment of interagency law enforcement working groups; scheduling, coordinating and implementing training programs, including delivery and training on contraband and WMD detection, automation equipment; promoting cross border and regional working relationships and cooperation among border enforcement agencies, working in concert with other agencies teams in country and this program advisory teams in other regions; conducting evaluations of program progress and accomplishments, including assessment of the utilization of equipment provided by this and related programs; and serving as embassy’s point of contact for coordination and implementation of all USG export control, non-proliferation and related training and technical assistance matters. Additional positions may be available which address overall CBP modernizations. Example would include trade facilitation, import processing, port security, anti-narcotics, etc. Interested individuals are to submit their qualifications in resume format, to be accompanied by a completed relating 2-page questionnaire, which is also available at www.fbo.gov. In order to ensure that full consideration is given, applicants are encouraged to review the information covered/requested of government job applicants in the form OF-612 (viewable at http://www.opm.gov/Forms/pdf_fill/of612.pdf) and to ensure that the resume submitted to CBP for consideration contains the same data elements that appear in that form. CBP may exclude any applicant from consideration if it is unable to conduct a comprehensive evaluation of that applicant’s qualifications from the documents submitted. NOTE: Applicants who applied previously must submit new application packages in accordance with the guidance and requirements herein, to include the questionnaire. Evaluation for all positions will be based upon technical capability and employment history. Those candidates deemed qualified/acceptable will be considered part of a “pool” and may be selected for future assignments. Selected individuals will be required to successfully complete a full background investigation, a physical examination to certify fitness for international travel/duty and obtain international medical evacuation insurance. All are mandatory for this position. The Government will reimburse the individual for the costs associated with obtaining medevac insurance and a physical examination up to $500 each with proof of a receipt/invoice and medevac policy number. The applicant will also be required to complete the SAFE training course mandated by the Department of State prior to deployment overseas. All cost associated with the SAFE training course will be covered by the Government. These positions will be unaccompanied (will not include spouses or other dependents).
