- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is L09PS00703 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, dated May 14, 2009. This solicitation is unrestricted. The North American Standard Industrial Classifications System Code is 811310. The work will be performed at Cliffside Gas Field Facility, 13301 Brickplant Road, Amarillo, Texas. About 15 miles north of Amarillo. See attached. STATEMENT OF WORK Annual Preventative Maintenance and Inspection Program for Chiller Skid at Cliffside Gas Field Statement of Work A.Operating Inspections The following inspection will be performed 1 time per year prior to shut down. 1.Inspect and observe system; adjust operating controls as necessary.2.Check system for excess non-condensable 3.Check operation and tuning of microprocessor based controllers and indicators for system levels, pressures, and temperatures.4.Check operation and calibration of slide valve and slide stop.5.Check oil and refrigerant levels; leak test if indicated.6.Check operation of lube system including pressures temperatures and liquid injection performance.7.Check performance of oil recovery system including oil separators, oil still and solenoid.8.Check isolation valves operation and condition.9. Check the vessels for oil accumulation.10. Check refrigerant condenser operation.11. Record operating conditions.12. Check all pumps for excessive noise or vibration according to the manufacture recommendations. 13.Check customer logs and review system operation with operator; address concerns as necessary.14.Conduct routine maintenance as recommended and required by above inspection and observations.15.Log and report repairs and parts that are required; check refrigeration cycle and performance. B.Preventive Maintenance Task List The following tasks are performed once each year, during a shutdown period, in order to properly evaluate equipment status and prepare the unit for the next year: 1.Check the Compressor-Motor Assembly for the following items and perform PM Tasks as indicated:Check the alignment on open drive units.Check the coupling lubricate if required.Check the atmospheric shaft seal.Check the operation and calibration of the slide valve and recalibrate as needed.Check the axial movement on compressor input shaft. 2.Check the Compressor Oil System for the following items:Change the oil filter, strainer and coalescer elements.Conduct analysis on oil and refrigerant at an independent laboratory to be agreed on by BLM and contractor. Check the oil pump, seal and motor where applicable lubricate if required.Check heaters and thermostat(s).Check all other oil system components including liquid injection, strainer and solenoid. 3.Review the Control Panel for the following Items:Run a diagnostic check of microprocessor for Panel / Transmitters.Check the safety shutdown operation.Check all terminals and tighten connections if necessary.Check Display Data accuracy and set points.Check voltages, temperatures, pressures, and amperes. 4.Check the evaporator for the following items:Check refrigerant pressure/level and control valves and instrumentation.Check evaporator heat transfer. 5.Check the System for the following items:Conduct a leak check and identify leak sources for repairs.Repair leaks and add refrigerant as required (to be billed additionally under line item 3 in the contract, if required). Record condition of sight glasses.Check the refrigerant cycle to verify the proper operating balance. 6.General items include:Consultation with the operator.Reporting deficiencies and repairs required. C.Screw Compressor 30-40,000 hr service The following tasks are performed ONCE during the 5- period, per manufactures recommendation. 1.Disassemble and inspect compressor internal components.Replace all bearings.Replace shaft seal.Replace balance piston.Replace all seals and gaskets.Replace guide block assembly. D.Process Gas 1st and 2nd Stage Coalescer Element Service The following tasks are performed during Base Year, Option Year 2, and Option Year 4.Remove and replace coalescer elements.Check function; inspect and clean strainers, float valves, sight glasses and instrumentation. E.Scope of Services Provided Contractor agrees to provide all labor and material necessary to accomplish the servicesDescribed by the schedules listed under statement of work. All work will be performed under OSHA and EPA requirements guidelines, and any applicable codes. Inspection reports shall be completed and submitted to the contracting officer representative (COR) after each scheduled inspection. END OF COMBINED SYNOPSIS SOLICITATION.
